4.03 RdrDB <br />4.03.1 Raul Roads. (Oont'd.) <br />• further disturbance for construction of this haul road 15 re?~ired, <br />temporary erosion control measures will be i~lemented during construction <br />to minimize sedimentation and erosion until permanent control measures are <br />established. <br />Temporary erosion control measures will be implemented during construction <br />of the Orchard Valley West Mine haul road until permanent control nwa~„res <br />are established. These moa~,res include straw dike`s, straw mulch, and <br />strictly controlled cutting and filling of areas. <br />Temporary erasion control measures will be implemented during any further <br />disturbance resulting from construction activities on the Orchard Valley <br />RAM coal stockpile haul road. <br />(3) (d) (i) <br />The Orchard Valley Mine haul road was designed and constructed using <br />accepted engineering practice. It is believed that vegetation material <br />was removed prior to placement of embanknw~t material. The orchard Valley <br />Mine haul road was constructed prior to the enactment of 3NCRA and the <br />Regulations of the Colorado Mined Land Reclamation Hoard for Coal Mining; <br />no topsoil was salvaged from beneath the embankment. <br />All Vegetation material and topsoil will be removed from the Orchard <br />• Valley West Mine haul road during construction to ensure adequate <br />stability. <br />The Orchard Valley R-O-M coal stockpile haul road was designed and <br />constructed using accepted engineering practice. It is believed that <br />vegetation material was removed prior to placement of embankment material. <br />The Orchard Valley R-o-M coal stockpile haul road was constructed prior to <br />the enactment of SMCRA and the Regulations of the Colorado Mined land <br />Reclamation Board for Coal Mining; no topsoil was salvaged from beneath <br />the embanlonent. <br />(3) (d) (ii) <br />Since the Orchani Valley Mine haul road was built prior to the passage of <br />the state and federal mining and reclamation acts and the promulgation of <br />these regulations, embanlanPmts were not particularly constructed according <br />to the specifications set forth in this section. Maximizing stability of <br />the fill was a controlling consideration, however. <br />The Orchard Valley West Mine haul road will be constructed as described in <br />Volume 6. No keyways are reguired for this haul road construction. <br />The Orchard Valley R-0~-M coal stockpile haul road was built prior to the <br />passage of state and federal mining and reclamation acts and the <br />promulgation of these regulations. IInbanlanents were not particularly <br />constructed according to the specifications set forth in this section. <br />.
