44,03 ROADS <br />4.03.2 Access Roads. <br />(3) (a) (ii) Except for one area on the mine Facilities, no <br />access road has a grade that exceeds 157,. The <br />grade is exceeded only on the mine facilities <br />access road leading from the portal level to <br />the fan level. See Map 8-A. This road is <br />used for infrequent periodic maintenance of <br />the fan and water tanks. Colorado Westmore- <br />land Inc. requested and the Division approved <br />a variance from the requirements of this sec- <br />tion, because revision of above described road <br />would entail significant and almost impossible <br />reconstruction. This reconstruction is unnec- <br />essary because the existing road minimizes <br />pollution, sedimentation, and Flooding. <br />(iii) No answer required. <br />(b) The access roads have horizontal alignments that are <br />consistent with existing topography and accepted engi- <br />neering practice. The coordination between horizontal <br />and vertical alignment ensures that the roads will not <br />cause environmental damage. <br />• (c) (i) It is believed that cut slopes on the mine fa- <br />cilities access road exceeds the 1v:1.5h re- <br />quirements. A geotechnical study was complet- <br />ed by Merrick and Company, Denver, Colorado <br />and Geo-Hydro Consulting, Inc. of Denver, Col- <br />orado. <br />The study concluded that strict adherence to a <br />safety factor of 1.5 was not necessary to en- <br />sure that the road has no significant environ- <br />mental harm or harm to the public health and <br />safety. <br />The other access roads adhere to cut slopes of <br />1v :1.Sh. If additional roads are constructed, <br />all cut slopes will be not steeper than <br />1v:1.5h. <br />(ii) The access roads are existing structures. If <br />any further surface disturbance for construc- <br />tion of an access road is required, temporary <br />erosion control measures would be implemented <br />• Revised 08/01/84 <br />Revised 10/01/87 <br />16 <br />
