44,03 ROADS <br />• <br />4.03.2 Access Roads. <br />(1) (e) No answer required. <br />• <br />(2) <br />(3) <br />(f) The access roads, after cessation of mining operations <br />will be left in place to be used as access to grazing <br />areas as stated in Section 2.05.5 Post Mining Land <br />Use. <br />(i) Colorado Westmoreland Inc., requested and the <br />Division subsequently approved the retention <br />of the access roads after revegetation. These <br />roads will be used in the post-mining land use <br />- rangeland access. <br />(a) The access roads were located on the most stable avail- <br />able slopes to minimize erosion using accepted engi- <br />neering practice. Refer to Maps 6A-2E, 8-1, 8A-10, 8A- <br />11, and 8A-12. <br />(b) No part of any access road is located in the channel of <br />an ephemeral stream draining more than one square mile, <br />intermittent or perennial stream. <br />(c) No fords were used in construction of the access roads. <br />Ail drainage structures for the access roads are cul- <br />verts. <br />(d) All road cuts and fill required for the construction of <br />the access roads have been revegetated as described in <br />Section 2.05.4 Reclamation Plan, General Requirements. <br />The drainage culverts have been designed to carry the <br />10-year, 24-hour storm. All have metal inlet struc- <br />tures and outlet aprons. These features have been de- <br />signed, constructed and maintained to minimize down- <br />stream sedimentation and flooding. <br />(e) No diversions of a stream channel are required for con- <br />struction of access roads. <br />(a) (i) The overall grade of the mine facilities ac- <br />cess road is approximately 10 percent. The <br />overall grade of the old waste storage access <br />road is approximately 1 percent. The overall <br />grade of the ponds 3 and 4 access road is ap- <br />proximately 2 percent.
