This effort resulted the formulation of a ballot initiative that was <br />approved in 1992 and established the Great Outdoors Colorado Trust Fund (GOCO). LOCO is funded by a <br />portion of the proceeds from the Colorado Lottery and awards grants for outdoor recreation, wildlife and open <br />space. <br />Recovery Implementation Program for Endangered Fish Species in the Upper Colorado River Basin: <br />From 1985 to 1991, served as a representative of several conservation organizations involved in the <br />development of an agreement to establish the Upper Colorado River Endangered Fish Recovery Program. <br />Upon implementation of the program in 1987, served for four years as a member of the Management <br />Committee for the Recovery Implementation Program. Developed a detailed understanding of the <br />endangered species recovery programs, their function in Section 7 consultations under the Endangered <br />Species Act, and issues associated with the implementation of such programs. <br />Green Mountain Exchange Project: Worked with a team of lawyers and engineering consultants to <br />develop an alternative approach to transmountain water diversion projects proposed by the cities of Denver, <br />Aurora and Colorado Springs. This proposal later became the subject of extensive studies performed by the <br />Colorado Water Resources and Power Development Authority and the Army Corps of Engineers and was <br />found to be economically and environmentally superior to many other proposed projects. The Green <br />Mountain Exchange proposal recently provided the basis for a settlement of major water rights litigation <br />between Denver, the Colorado River District, and the Northern Colorado Water Conservancy District. <br />U.S. Forest Service Environmental Assessments: Completed Environmental Assessments required for <br />approval of several proposed land exchanges including the Avon/Frisco Land Exchange, the Breckenridge <br />Land Exchange, and the Lincoln West Land Exchange. These studies required detailed studies to <br />characterize the natural resource attributes of the subject lands and in-depth analysis of the impacts <br />• associated with anticipated changes in land use that would occur with the proposed land exchanges. Clients <br />were the U.S. Forest Service and the Western Land Exchange Company. <br />Eagle River - Gore Creek Utility Corridor Permitting Studies: Prepared an Environmental Assessment <br />and other permitting studies for federal, state, and local governmental agencies to evaluate the individual and <br />cumulative impacts of four construction projects adjacent to the Eagle River and Gore Creek near Vail, <br />Colorado. The four projects were construction of a high-pressure natural gas pipeline, a recreation path, a <br />treated water supply pipeline, and a raw water supply pipeline. Efforts were coordinated between applicants <br />and permitting agencies to maximize the sharing of utility corridors so as to minimize the environmental <br />impacts. The studies were used by the U.S. Forest Service and the project proponents to evaluate the <br />impacts and technical feasibility of five alternative utility and transportation corridors. Prepared a detailed <br />plan for mitigation of visual impacts and reclamation of wildlife habit. This work was conducted for clients <br />including the U.S. Forest Service, the Public Service Company of Colorado, the Vail Valley Consolidated <br />Water District, the Town of Vail, and Vail Associates, Inc. <br />HydrodataTm LotusTM Templates: Under contract with U.S. West Optical Publishing, developed a series of <br />eight Lotus Templates designed to quickly and efficiently perform various standard hydrological functions, <br />using data exported from the Hydrodata System, a database of USGS hydrologic information. Drafted <br />instructions for use of the templates and edited User Manuals. <br />Dowe Flats Reservoir: Under contract with Southwestern Portland Cement Company, prepared a series of <br />letter reports analyzing institutional issues, environment concerns, and potential water marketing strategies <br />associated with reservoir development in conjunction with reclamation of limestone quarries. <br />Thornton City/Farm Water Supply Project: Prepared an analysis of political, institutional, and <br />environmental impacts associated with municipal acquisition of agricultural water rights. The project <br />• proposed by Thornton anticipated "first use" of water by the City with effluent being returned to the <br />agricultural system for use in irrigation of crops.
