Weaver <br />Page 5 <br />• were used to facilitate discussions between water users and other interested parties regarding cooperative <br />water supply initiatives. <br />Northwest Cooperative Study: Managed the investigation of systems integration opportunities for water <br />providers serving the northwest quadrant of the Denver Metropolitan area including Arvada, Broomfield, <br />Consolidated Mutual Water Company, Denver Water and Westminster. This study involved an inventory of <br />facilities, water supply sources, existing water demands and future projected demands. This information was <br />used to develop an integrated computer model of the water supply systems serving the northwest quadrant. <br />The model is to be used for the evaluation of potential water supply benefits associated with coordinated <br />operations, shared utilization of storage and conveyance facilities, and possible development of additional <br />storage capacity through the enlargement of existing facilities or development of new reservoirs. <br />Eagle River Water Supply Systems Studies: Managed and conducted several analytical studies focusing <br />on instream flows and water quality issues associated with municipal water supply systems for Vail, Avon, <br />and other communities, and snowmaking water supply systems for the Vail and Beaver Creek Ski Areas. <br />These efforts included development of a daily time-step model of wintertime operations of the water supply <br />system serving the Vail Ski Area and the Town of Vail. This model has been used for purposes of evaluating <br />options for enhancing instream flows and optimizing the use of reservoir storage. Studies concerning Eagle <br />River mainstem water supply systems included an analysis of instream flow impacts associated with the <br />importation of water for snowmaking from the Arkansas River Basin to the East Fork of the Eagle River, the <br />operation of water supply systems of the Upper Eagle Regional Water Authority, the Eagle River Water & <br />Sanitation District, and the town of Minturn. <br />Green Mountain Reservoir Augmentation Environmental Assessment: Prepared an assessment of <br />environmental impacts associated with use Green Mountain Reservoir releases for augmentation of <br />• snowmaking diversions at the Vail and Beaver Creek Ski Areas. This study was used to meet the National <br />Environmental Policy Act (NEPA) documentation requirements of the U.S. Bureau of Reclamation. The <br />primary issues of concern addressed in this study included protection of instream flows in Gore Creek and <br />the Eagle River and water quality impacts. <br />Black Lakes Reservoir Enlargement Project: Project manager for federal and local permitting of municipal <br />water supply reservoir enlargement. Under contract with the Vail Valley Consolidated Water District, <br />managed the team of engineering and environmental consultants responsible for the preparation of permit <br />applications for a Forest Service Special Use Permit, Corps of Engineers Section 404 Permit, and Eagle <br />County 1041 Permit. Responsibilities also included development of a reservoir operational plan, <br />development of a water conservation plan for the Town of Vail, preparation of materials for oral <br />presentations, and liaison with permitting agencies. <br />Eagle Mine Superfund Site: Under an Environmental Protection Agency grant to the Eagle River <br />Environmental and Business Alliance, provided technical assistance to citizens groups and local <br />governmental entities in Eagle County, Colorado related to cleanup plans and activities at the Eagle Mine <br />Superfund Site. This project is ongoing and involves peer review of proposed cleanup plans, monitoring of <br />the results of cleanup activities, and evaluation of cleanup standards. <br />Vail Mountain Water Supply and Sewer Facilities: Under contract with Vail Associates, Inc., managed a <br />team of engineering and environmental consultants responsible for preparation of detailed design plans and <br />impact analyses required by Eagle County Land Use Regulations. Responsibilities also included preparation <br />of the 1041 Permit Application, an analysis of compliance with the Eagle County Master Plan, and <br />presentations to the Eagle County Planning Commission and the County Commissioners. <br />Great Outdoors Colorado! Citizens Committee: Appointed by Governor Roy Romer (Executive Order A <br />• 106 90) to serve as a voting member of the Citizens Committee created in 1990 to develop recommendations <br />for enhancing the environment of Colorado through the establishment of a long-term funding source for <br />wildlife, parks and open space. The committee conducted an exhaustive evaluation of funding options and <br />sources, held public meeting, convened focus groups, and prepared a final report for presentation to the <br />Resume Earth & Environmental Weaver.doc
