F
Robert M. Weaver
Page 4
•
Detailed Skills by Representative Project
Upper Colorado River Basin Study: Managed the scoping and implementation of investigations to assess
the stream flow and water quality impacts associated with existing and future land use and water diversion in
Summit and Grand Counties in Colorado. This project is an ongoing collaborative effort involving East Slope
and West Slope water users and governmental entities. The work involves the collection of extensive
information on water quality, hydrology, water diversions, current water demands and anticipated future
demands. This information has been incorporated into a database and will be used to model existing and
future water use and management scenarios and for the analysis of hydrologic and water quality impacts.
Data management, modeling and analytical tools developed in this study will be used in future study phases
to provide technical support for discussions between stakeholders and for development of strategies to
minimize impacts to water users, instream flows and water quality.
Edwards Drinking Water Facility: Conducted assessments of impacts on wetlands, riparian areas,
instream flows and water quality related to the proposed development of a new water treatment plant and
water intake facility located on the Eagle River near Edwards. Assisted the Upper Eagle Regional Water
Authority with the preparation of environmental permit applications including the Eagle County 1041
Application, the Floodplain Development Application and the U.S. Army Corps of Engineers 404 Permit
Application. Served as the Authority's representative during the processing of these applications before the
Eagle County staff, the Planning Commission, the County Commissioners, the Colorado Water Quality
Control Commission, and the Army Corps of Engineers.
Keystone Ski Area Water Quality Assessment: Developed the scope of work, assembled and managed a
• team of experts and implemented investigations to monitor and assess water quality and environmental
impacts related to artificial snowmaking. This study was carried out in cooperation with the USDA Forest
Service in response to concerns about the impacts of trace metals in the water source for the snowmaking
system and the potential for impacts of return flows on water quality, plants, soils and aquatic life. This work
is ongoing.
Interstate Highway-70/Vail Pass Sediment Cleanup and Control: Conducted an evaluation of impacts to
Black Lakes and Black Gore Creek caused by highway sanding and erosion from the 1-70 corridor on the
west side of Vail Pass. Identified sediment sources, worked with the Colorado Department of Transportation
to develop and implement cleanup measures and best management practices to abate erosion and
sedimentation problems. This work is ongoing.
Pikes Peak Highway Erosion Control Plan Environmental Assessment: Prepared an Environmental
Assessment to meet USDA Forest Service NEPA compliance requirements for the evaluation of alternative
approaches to the implementation of drainage, erosion and sediment control measures for the Pikes Peak
Highway. This effort included an evaluation of water quality impacts caused by erosion and sedimentation
that was used by the Colorado Water Quality Control Division for preparation of a Section 401 Water Quality
Certification. The project also required the evaluation of risks to sensitive areas and identification of priorities
for implementation of improvements.
Ski Area Snowmaking Master Plan Environmental Studies: Conducted hydrology, stream channel
stability and water quality studies, including field investigations, to assess environmental impacts associated
with snowmaking at the Vail and Beaver Creek Ski Areas. This work is ongoing.
Metropolitan Water Supply Investigation: Extensive involvement in the management and analytical work
associated with the investigation of cooperative water supply options including conjunctive use of surface and
• groundwater systems, effluent management, interruptible supply, and systems integration. This project
required working with many diverse interest groups and technical analyses to determine water supply yield
potential, estimate facilities costs, and identify environmental, legal and institutional issues.
