ti <br />ii. Early warning system to detect elevated concentrations for <br />contaminants of concern. <br />iii. Establishment of a plan for corrective action should the early <br />warning system be triggered. <br />iv. Water monitoring plans should be developed and subject to the <br />approval of the Eagle Park Reservoir Company, Eagle River Water <br />and Sanitation District, Upper Eagle River Regional Water <br />Authority, Clinton Ditch and Reservoir Company. <br />(3) Issue: Overflow Events <br />a. Concern: Overflow events from Tenmile TSF, Robinson Lake, or pipeline <br />failure events will have negative impacts on the water quality in Eagle <br />Park Watershed. We have not gotten the opportunity to review the <br />information and assumptions which Climax used for the flood modeling of <br />Tenmile Creek and Robinson Lake. <br />b. Potential Mitigation Measures (or additional information needed) <br />i. Climax should investigate secondary containment, other than Eagle <br />Park Reservoir, for potential spills or leaks from the Robinson <br />Reclaim Pipeline and information on design criteria for <br />minimization of the risks associated with pipeline breakage and/or <br />failure. <br />(4) Issue: Interference with Water Ditches & Canals <br />a. Concern: AM-06 will affect the location, quality, and quantity of water in <br />the Chalk Mountain Interceptor Ditch, the East Interceptor Ditch, Supply <br />Canal No. 1, and Supply Canal No. 2. The grading work, pit enlargement, <br />construction of new interceptor ditches, and the modification and <br />construction of new tailings and overburden storage facilities may reduce <br />the tributary drainage area to Eagle Park Reservoir and its decreed <br />diversion. Further, this construction may degrade the water quality at <br />diversion locations. <br />b. Potential Mitigation Measures (or additional information needed <br />i. Agreement by Climax that proposed activities will not affect the <br />location, water quality, or water quantity in these ditches and <br />canals. Agreement that these ditches and canals will remain in <br />their existing locations and no diversion or modifications to the <br />water supply and water quality will occur. <br /> <br />43759
