<br /> <br />Objector's Preliminary Identification of Water Quality and Water Quantity Issues <br />Eagle Park Reservoir <br />(1) Issue: Quality of ground water tributary to Eagle Park Reservoir <br />a. Concern: Raising No. 3 Dam on Termile Tailings Storage Facility <br />("TSF") by 28 feet will change the flow direction of the ground water and <br />increase the amount of potential seepage from the Tenmile TSF to enter <br />the Eagle River Drainage and affect water quality in Eagle Park Reservoir. <br />b. Potential Mitigation Measures (or additional information needed <br />i. Continued monitoring of surface and ground water above Eagle <br />Park Reservoir and between Eagle Park Reservoir and Robinson <br />Pond/Tenmile TSF. Such monitoring will likely involve the <br />construction of one or more new monitoring wells, increased <br />frequency of sample collection, and the establishment of a routine <br />sampling and analysis plan. <br />ii. Early warning system to detect elevated concentrations for <br />contaminants of concern. <br /> <br />iii. Establishment of a plan for corrective action should the early <br />warning system be triggered. <br />iv. Prompt sharing of water quality information. <br />v. Water monitoring plans should be developed and subject to the <br />approval of the Eagle Park Reservoir Company, Eagle River Water <br />and Sanitation District, Upper Eagle River Regional Water <br />Authority, Clinton Ditch and Reservoir Company. <br />(2) Issue: Impacts from additional storage in Robinson Reservoir <br />a. Concern: (1) Robinson Lake Seepage Pump Station is inadequate for <br />collecting the increased seepage associated with the increase storage of <br />process water in Robinson Lake. Increased seepage from Robinson Lake <br />has the potential to affect water quality in Eagle Park Reservoir. (2) <br />Modifications to Robinson Lake could affect the quantity of water <br />available in the Eagle Park Watershed <br />b. Potential Mitigation Measures (or additional information needed <br />i. Enhanced monitoring of water quality below all Robinson Lake <br />Structures and sharing of collection data.
