Connell Resources Timnath Pit <br />Spill Prevention Control and Countermeasures Plan <br />Revision Date: June 25, 2009 <br />Section 17.0 Bulk Storage Containers [112.8(c)] <br />Page 17-2 <br />17.5 Partially Buried or Bunkered Metallic Tanks [112.8(c)(5)] <br />Not Applicable - The Facility does not have partially buried metallic storage tanks <br />17.6 Testing [112.8(c)(6)] <br />Visual observations of the aboveground storage tanks are conducted by facility personnel <br />' during operating hours. Formal (i.e., documented) assessments are conducted monthly to <br />examine the exterior of the aboveground tanks and the containment areas. Procedures for <br />conducting the assessments and the forms for documenting the assessments are included <br />' in Appendix C. Personnel conducting the inspections are required to review this inspection <br />procedure (i.e., as training). <br />Aboveground steel tanks are inspected periodically in general accordance with the <br />American Petroleum Institute (API) 653 Tank Inspection, Repair, Alteration, and <br />Reconstruction and/or the Steel Tank Institute (STI) SP001-03 Standard For Inspection of <br />In-Service Shop Fabricated Aboveground Tanks for Storage of Combustible And Flammable <br />Liquids. <br />The EPA has provided guidance on integrity testing that states that, in lieu of integrity testing <br />a facility may use visual inspections for tanks meeting the following criteria: <br />• Well-designed shop-built container, <br />• Shell capacity of less than or equal to 30,000 gallons, and <br />• Either all sides of the container are visible for inspection, or a barrier is placed <br />between the tank and the ground surface. <br />The Tank Information Sheets in Appendix B identify the single-walled steel tanks that meet <br />this criteria and for which visual inspections alone will be used (i.e., visual as equivalent <br />environmental protection criteria). <br />17.7 Internal Heating Coils [112.8(c)(7)] <br />A discharge from the internal heating coils would discharge to the site detention pond. <br />17.8 Fail-Safe Engineering [112.8(c)(8)] <br />Appendix B lists the types of fail-safe engineering devices used on the bulk storage tanks. <br />For bulk storage tanks without level gauges, the levels are checked to determine the amount <br />of product that can be added prior to filling the tank and the level is monitored continually <br />during filling. Connell personnel monitor the tank levels during tank loading activities. Level <br />alarms and gauges are tested once per year at a minimum. <br />
