The map does not include any indication of the "direction of mining" though that is required. <br />Please show where the stormwater runoff and sediment control structures will be located. <br />There is a symbol on the map which is not identified in the legend. It is not clear if the symbol depicts a feature that <br />is pertinent to the permit application, but if so, it should be labeled. The symbol is a gray dashed line near the south, <br />east and north sides of the permit area. If it indicates property boundaries, please show names of all landowners. <br />The map indicates a topsoil storage area in the western end of the site. Is there presently topsoil stored there? If so, <br />how much is there? Will topsoil that is generated in future activities be stored there also? <br />Exhibit D - Mining Plan, Rule 6.4.4 <br />The application mentions improvements to be made to the existing access road, and under certain circumstances <br />significantly improved roads must be included in the permitted area. Will the improvements to the road be <br />permanent? Are they being done for purposes other than to serve the mining operation, and/or at the request of the <br />airport authority (landowner)? <br />The operator's previous permitted area (M-2002-101) on nearby land did not extend into this proposed permit area, <br />nor did any prior activity disturb this new area (other than the relocation of stone that was removed from the old <br />area). Therefore the Division assumes that a layer of native topsoil exists across much of the new area, and that all <br />activities that will be undertaken could damage topsoil if it is not first stripped. Please clarify whether topsoil exists <br />on the site, and if so, that it will be stripped prior to disturbance. <br />Please state an average or the minimum depth of topsoil to be stripped from the site, prior to disturbance, for later use <br />in reclamation. Please indicate whether the stripped topsoil will be placed in the topsoil stockpile area shown on the <br />map or if there will be additional areas. <br />Please confirm that as stone stockpile areas are cleared, that topsoil on those areas will be protected for reclamation. <br />The plan describes placing unsuitable material on the north edge of the site to blend with the 7:1 slope (existing <br />outside the permitted area). Is the location of this placement where the map depicts the "waste area" along the <br />western half of the northern boundary? Will the location of the unsuitable material placement also include the <br />eastern half of the northern boundary? <br />Please confirm that the unsuitable material that is placed for reclamation along the northern edge of the site is not <br />placed on top of topsoil resources that should be used for reclamation. <br />Since there will be earthmoving equipment and stationary processing equipment on the site, which will require diesel <br />fuel and/or other fuels, lubricants, etc., that all such fluids will be stored offsite, or if they are stored onsite that <br />impermeable secondary containment will be provided. <br />The plan mentions a ten-year perm of the permit. Please be aware that the Division does not place a timeframe on <br />the permits it issues, nor dictate the rate of mining. The permit may remain active as long as there is material to mine <br />or reclamation to be performed, and the permit is kept in compliance. <br />Page 2
