The coal unloading facilities and ancillary support equipment are existing, on-the-ground <br />features. In 2004, HGTI submitted an operations plan revision, TR-06, which presented a 2MM <br />ton/year coal unloading operation. Under this revised operations plan, the facilities area <br />layout will be reconfigured to support a railcar unloading/truck haulage system. TR-06 was <br />approved by CDMG (the most recent prec~,irsor to CDRMS) in June 2005. However, as of November <br />2007, the railcar unloading system operations have not been implemented. Consequently, the <br />existing and on-the-ground features are consistent with the loadout operations plan. Maps <br />that support the loadout operations plan are found in Attachment 12-1, Existing Facilities <br />Area Conditions. While these maps have been superseded by approved permit revisions, they <br />are included in the PAP because they show the current, on-the-ground configuration. These <br />maps are: <br />• Exhibit 12-1, Facilities Map (Revision 9, TR-04 Incidental Permit Boundary Change, <br />dated 8/99) <br />• Exhibit 12-2, Surface Water Control Plan Map (Revision 5, TR-04 Incidental Permit <br />Boundary Change, dated 8/99) <br />Attachment 12-1 describes the existing, on-the-ground facilities, and notes which structures <br />will be removed when the operations plan is changed to support the 2MM ton/year unloading <br />system. <br />Coal Handling Facilities (2,000,000 Ton Unloading and Truck Loading System Operations Plan) <br />The facilities area will be modified to accommodate the proposed train unloading and truck <br />loading system. The unloading system is similar to the unloading design approved as part of <br />TR-05 (May 2000), however, there are several modifications. <br />Some of the existing loadout facilities will be refurbished and used with the unloading coal <br />handling system. Other loadout facilities will be demolished and properly disposed. Under <br />the unloading operations plan, the facility will no longer be capable of receiving raw run- <br />of-mine coal by haul truck and loading the coal on trains for market delivery. <br />Table 12-3, Hayden Gulch Loadout Facilities Summary, describes the structures for the 2MM <br />ton/year operation. The table describes existing structures that will be incorporated into <br />the new operation plan, new structures that will be constructed, as well as existing loadout <br />operations plan structures that will be refurbished and relocated.
