The profile grade for the spur was designed to follow the natural terrain, and to minimize <br />excavation and embankment requirements and maintain the required train operation conditions. <br />Figure 12-2 (taken from Permit C-80-003 application package, Volume I, Exhibit M) shows the <br />railroad spur profile and typical cross-section. <br />The excavation and embankment slopes are 2H:lV or flatter. Prior to excavation and <br />embankment, the topsoil was removed and stockpiled for later use in the reclamation of the <br />railroad. The topsoil stockpile was seeded to prevent erosion. <br />The railroad spur crosses Walker Ditch (a privately-owned irrigation ditch) and the loop <br />track crosses Dry Creek at two locations. Each of the crossings are made by using culverts. <br />The loop track is long enough to handle a unit train consisting of 77 cars. The railroad <br />spur and loop are designed to provide enough trackage so that County Road 37 will not be <br />blocked during loading/unloading operations. <br />The permit boundary (i.e., the rail spur) crosses two public roads - U.S. Highway 40 and <br />Routt County Road 37, as well as one private road that accesses a parcel of private property <br />in the E1/2 of Section 10 (see Exhibit 3-1). To assure that the interests of the public and <br />landowners are protected in accordance with Rule 2.05.3(3)(c)(v), there are existing grade- <br />crossing traffic control devices at Highway 40 (railroad crossing signs, flashing lights and <br />gates) and Routt County Road 37 (railroad crossing signs and flashing lights). As part of <br />the Loadout's Routt County Special Use Permit, HGTI committed to updating the two public <br />road crossing when the facility is reactivated with current, state-of-the-art traffic <br />control (warning) devices to meet Public Utility Commission and Colorado Department of <br />Transportation standards. New flashing lights with gates will be installed at the Routt <br />County Road 37 crossing. In addition, limited-access signage will be installed at the <br />private road crossing. Furthermore, as noted above, the train lengths are limited to assure <br />that the county road crossing is not blocked during unloading operations. <br />Coal Handling Facilities (Loadout Operational Plan) <br />The existing operations plan is a ].MM ton/year coal loadout. The coal handling facilities <br />that support this operations plan were constructed in 1978 - 1980 time frame by H-G Coal <br />Company, the previous owner/operator/pertnittee. HGTI purchased the Hayden Gulch Loadout <br />property in 1992. HGTI's original permit application, which presented a continuation of the <br />]3~I ton/year loadout plan, was approved by Colorado Mine Land Reclamation Division (a <br />precursor to CDRNLS) as Permit C-92-081 in May 1993. <br />MR-16 14 Revised 11/07 <br />
