Colowyo conducted blasts during the inspection,though blasts were not observed during <br /> this inspection. <br /> Gary Anderson, Head Blaster, showed me where blast reports are kept in his office. Blasting records were <br /> inspected. Blasting records are kept in accordance with Rule 4.08.5. No problems were noted with the blasting <br /> records. Colowyo recently received their renewed ATF license 5-CO-103-20-3E-12055. This license expires <br /> 5/1/2013. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Muledeer were noted in inactive portions of the mine. West facing slopes of the Work Area pond were heavily <br /> grazed by wildlife. Elk were observed along the main access road on the north side of the permit. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br /> 4.05.13; Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds were visited: Several ponds were inaccessible due to very soft muddy, and snow drifted roads. The ponds <br /> not accessed included: East Taylor, West Pit, Taylor and Section 28 ponds. <br /> Streeter pond was discharging clear, 0.08 on the flume. pond is still partially frozen over. No problems were <br /> observed with the pond or embankment. <br /> Work Area pond was discharging 0.10 on the flume. Discharge is clear. The connection between the flume and <br /> the discharge pipe is leaking. This connection needs to be repaired this construction season. The leak is small and <br /> does not appear to significantly alter the flow measurement. It does not affect the function of the discharge pipe or <br /> integrity of the embankment. <br /> Taylor Sumps 2, 3, and 4 have been cleaned out . Cleaned out material remains stockpiled near the sumps. The <br /> cleanings need to be hauled away. Sumps.remain iced over. Progress along the taulor access road was halted at <br /> Sump#4 due to soft muddy roadway and snowdrifts across the roadway. <br /> Gossard pond was discharging clear, 0.04 on the flume,Maintenance of ditches and culverts at the loadout has <br /> been initiated this runoff season. All culverts were functional and no ponding in ditches was observed. <br /> The Loop pond was receiving wash down inflow during the inspection but the water level was approximately 3 ft. <br /> below the bottom of the pipe. The gate on this pond was open.
