Storage Yard. It is our request that tasks 042 and 052 be eliminated as all equipment and <br />storage drums referred to in these tasks are no longer on site. Tasks 043, 044, 045 have been <br />accomplished to the satisfaction of the Division. The amount for these tasks should be reduced <br />to reflect a correct liability of 40% after approval of SL-03. <br />In the section, "Topsoil Stockpiles #4, #7, and #8", tasks 038, 039, and 041 refer to tasks that <br />were completed with the reclamation of sediment pond 001. In Technical Revision 16, the <br />Division approved the retention of Topsoil Stockpiles 4 and 7, therefore there is no reclamation <br />liability with regard to those stockpiles, and there should be no reclamation bond amount <br />reflecting reclamation of these structures. Topsoil stockpile #8 no longer exists, being used for <br />backfill of sediment pond 001 and the ancillary collection ditch. Therefore, there should be no <br />reclamation bond amount for Topsoil Pile #8. <br />Tasks 050 and 051 in section "Equipment mobilization and long-term site maintenance", are not <br />necessary tasks, and reflect a ten year liability period, not in agreement with the approved post- <br />mining land uses. The reclamation bond amount calculations for these tasks should be removed. <br />BOND CALCULATION FORMS <br />Task 002: There is a question regarding the location and necessity of this task in the reclamation <br />of the North Pit. <br />Task 005: The 28,009 LCY for final regrading of the North Pit appears excessive. The <br />description of the material for final regrading (50% rock, 50% earth) is not correct. The majority <br />of material used in the final regrade was loose earth (>75% earth, <25% rock). <br />Task 006: The Division specifies that 54,286 LCY of topsoil will be needed to reclaim the North <br />Pit. Assuming the North Pit area is 8.35 acres (Task 008), and that 8-12" of topsoil are specified <br />for replacement, the amount of topsoil to be hauled to the North Pit and respread would be <br />between 10,104 and 13,741 LCY. The topsoil material quantity in this task needs to be revised. <br />Task 007: The revised topsoil quantity from Task 006 needs to be reflected in this task. Further, <br />the description of the material needs to be changed from "Earth-dry packed" to loose earth, as <br />the material has described as loose cubic yards and calculated based on that description. <br />Task 008: No fertilizer was used in the reclamation at the Carbon Junction Mine, therefore the <br />costs associated with this task need to be removed. <br />Task 010: Please clarify why topsoil would need to be compacted in this task. Any topsoil <br />included in this calculation needs to be removed. <br />Task 012: The description of the material for hauling "box cut spoil" (50% rock, 50% earth) is <br />not correct. The majority of material used in refilling the North Pit was loose earth (>75% earth, <br /><25% rock). The characterization of the material as "Material 6" and over diameter" is also <br />incorrect and needs to be revised accordingly. <br />Task 017: No fertilizer was used in the reclamation at the Carbon Junction Mine, therefore the <br />costs associated with this task need to be removed. <br />Task 019: The Division specifies that 8,067 LCY of topsoil will be needed to reclaim the South <br />Pit Drill Pad. Assuming the area is 3.5 acres (Task 018), and that 8-12" of topsoil are specified
