for replacement, the amount of topsoil to be hauled to the South Pit Drill Pad and respread would
be between 4,235 and 5,647 LCY. The topsoil material quantity in this task needs to be revised.
Task 021: No fertilizer was used in the reclamation at the Carbon Junction Mine, therefore the
costs associated with this task need to be removed.
Task 23a/b: The Division characterizes one section of the Carbon Junction Channel
reconstruction as "hard digging" and one as "easy digging". Assuming this is correct, the bucket
fill factor in the "easy digging section" needs to be revised, as the same bucket fill factor is used
for both the easy and hard digging sections.
Task 31a: This task needs to be removed. No topsoil was hauled to reclaim sediment pond 2.
Adequate and sufficient topsoil material had accumulated behind the embankment for use in the
reclamation.
Task 31d: No fertilizer was used in the reclamation at the Carbon Junction Mine, therefore the
costs associated with this task need to be removed.
Task 37a: The description of the material for final refilling of Sediment Pond 001 (50% rock,
50% earth) is not correct. The material used in the final reclamation was topsoil material from
Topsoil Stockpile #8 (as identified in the task description). The task cost needs to be revised
accordingly.
Task 37b: The Division assertion that two feet of material would need to be regraded by a D9R
dozer is incorrect. The placement of the material in Sediment Pond 001 by scrapers (Task 37a)
with the level nature of the topography would require light grading by a motor grader, at most.
This task should be revised to reflect this.
Task 37c: No fertilizer was used in the reclamation at the Carbon Junction Mine, therefore the
costs associated with this task need to be removed.
Tasks 038, 039: These tasks need to be eliminated, as the Division approved TR16 allowing
these topsoil stockpiles to remain in place.
Tasks 041: No fertilizer was used in the reclamation at the Carbon Junction Mine, therefore the
costs associated with this task need to be removed. Additionally, as Topsoil Stockpiles 4 and 7
will remain in place and are successfully vegetated at present, there should be no costs associated
with revegetating them.
If you have any questions regarding the above observations, please contact me at your
convenience. We look forward to receiving a revised reclamation cost estimate.
Sincerely,
U42;p*"?
Michael S. Savage
Principal
c: Chi Chi Ray, Oakridge Energy
