All tasks have been <br />completed, yet the Division retains 100% of the calculated bond amount. This is not appropriate. <br />In the Findings of Compliance and Proposed Decision of Phase I Bond Release SL-3, Carbon <br />Junction Mine Permit No. C-92-080, dated April 21, 2008, the Division stated in Section V.; <br />"This proposed decision will release Oakridge from liability for backfilling, grading, and <br />drainage re-establishment in the following areas: the former North Pit mining area, the North <br />Pit Haul Road, the Permanently Reclaimed Spoil Area (PRSA), Topsoil Pile #2, the South Pit <br />Drill Pad, the Equipment Yard Area [emphasis added], the Carbon Junction Channel, and <br />ancillary adjacent areas. "... "Reclamation liability also remains for removal of equipment stored <br />in the Equipment Yard. " <br />With the above finding, the Division should amend the bond calculations for tasks 042, 043, 044, <br />045, and 052 to reflect the release of liability and bond for the reclamation in the Equipment
