February 2, 2011 C-1996-083/13owie No. 2 Mine JJD <br />Most of the culverts and ditches were snow covered. There were no indications of any problems with the culverts <br />and ditches. The silt fence was up between the overhead conveyor material storage area and the Fire Mountain <br />Canal. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.1171 ODrainage Control; Surface <br />Stabilization; Placement: <br />Most of coal waste piles nos. 1, 2 and 4 were covered in snow. The outslopes appeared to be stable and <br />showed no signs of erosional gullying. One excavator was spreading out recently placed coal waste for drying and <br />compaction. The upland diversion ditch was snow covered. There was positive drainage off of the waste piles. <br />There was no activity at gob pile no. 3, which has not received approval to receive coal waste. Most of the site, <br />including the sediment control structures, was covered in snow. <br />ROADS - Rule 4.030 C Construction 4.03.1(3)/4.03.2(3)[1 D -(Drainage 4.03.1 (4)/4.03.2(4)C i Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)0 Reclamation 4.03.1(7)/4.03.2(7): <br />The paved haul road leading from the mine entrance up to the D-seam portal bench was clear of snow. The <br />guard rail was in place. The access road leading from the D-seam portal bench up to the utility bench was snow <br />covered but had been graded and was passable. The road ditch and the outside berm were snow covered but were <br />in place. The gob pile haul road was clear of snow but frozen. The road ditches and outside edge berm were in <br />place. The public road up Hubbard Creek Canyon leading to the Hubbard Creek fan site was snow covered but <br />most of its length had been plowed. The short entrance road to the unit train loadout from Highway 133 was <br />partially snow covered but had been plowed. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The shaft at the Hubbard Creek fan shaft site had previously been filled with soil and rocks, followed by <br />coal refuse and, then, more soil material. Settling of the material has occurred so the operator will be placing <br />additional material into the shaft. The fan and related structures at this site will be dismantled and removed after <br />winter. <br />REVEGETATION - Rule 4.15 E ;., Vegetative Cover; Timing: <br />Except for the utility bench, the outslopes of the mine benches were generally clear of snow and the <br />vegetative cover was moderate to good. The outslope of the utility bench was snow covered. <br />SLIDES and DAMAGE - Rule 4.12: <br />There were no indications of slope stability problems with any of the mine's cut slopes, bench fills and <br />bench outslopes. Portal bench highwalls were stable. The snow covered rock catchment berm above the utility <br />bench was in place. <br />SUPPORT FACILITIES - Rule 4.04: <br />There were no issues with the support facilities at the utility bench, D-seam portal bench, B-seam portal <br />bench, wash plant, pump house, Hubbard Creek fan site and the conveyor system and train loadout structures. <br />Material storage areas were well organized.
