C- 2010 -089 PAR Part 2
New Horizon North Mine
5- Jan -2011
of any public road, except where mine access or haul roads join that right -of -way. The
Division understands that for the Special Use Permit, WFC has requested approval to disturb
the ground surface to within 25 feet of the County's right -of -way. Please incorporate this
information into the text and map(s) of the PAP.
4. On Page 15 of Section 2.05.3(3), in the County Roads section, please add the phrase, "the
outside right -of -way of immediately prior to "current public roads."
5. The Division has several comments regarding Map 2.05.3(3) -2 - Haul Road Alignment and
Details:
a) No Legend has been provided. Please provide a Legend that identifies all features and
symbols.
b) The font used for Haul Road stationing in the plan and profile views is too small.
Please increase the font size. It may be preferable to show the stationing only at
increments of 500 feet, and use tick -marks for the intermediate 100 -foot stations.
c) One segment of the East Haul Road appears to have a grade of 12.41 %. The Rules
preclude the use of grades steeper than 10 %. Please review the profile and revise
accordingly.
d) The alignment shown for the West Haul Road appears to encroach upon the proposed
location of Pond NHN 002. Please review and revise as appropriate, in order to keep
the haul trucks out of the pond.
e) On the Haul Road profiles, please add the various culvert pipes in their respective
locations, and identify features such as Meehan Draw.
f) The Typical Section depicts only the "fill" situation. Please modify the typical section
to also represent the "cut" situation.
6. Please provide a Plan and Profile for the proposed Equipment Corridor. Although not a
Haul Road, per se, it will be used by various pieces of heavy equipment, and will cause
disturbance which will need to be reclaimed.
2.05.3L5) — Topsoil
A section by this number was not provided with the application submittal. Please revise the
PAP to include a section addressing the requirements of this Rule. Conversely, if WFC
intends to incorporate the topsoil narrative and maps elsewhere in the permit, please provide
a brief section here referring the reader to the location where the required information may
be found.
2. In accordance with the requirements of 2.05.3(5), please also specify the volume(s) of
topsoil to be stockpiled and incorporate this information into the PAP text and map. Please
describe the methods that will be used to achieve compliance with the topsoil storage
requirements of 4.06.3.
2.053(6) — Overburden
