C- 2010 -089 PAR Part 2 <br />New Horizon North Mine <br />5-Jan-2011 <br />Page 7 of 13 <br />The second paragraph of the Introduction to this section discusses WFC's request to <br />incorporate the NH permit area into the NHN permit area. Please refer the reader to the <br />detailed narrative located elsewhere in the permit and requested by.the Division under <br />Section 2.04.3 of Part 1 of the adequacy review. <br />2. The third sentence of the fourth paragraph states, "The same mining method and equipment <br />selection will continue to be used." The same as what? Please revise this paragraph for <br />clarity to identify the mining method and equipment selection for the NHN Mine. <br />3. The fourth paragraph refers to a "loop road" around the pit. Please provide a typical <br />illustration of the "loop road" in relation to the pit, highwall, backfilled area, and haul roads. <br />4. The fourth paragraph refers to Small Area Exemptions #6 from the NH2 permit. Rather <br />than referencing the NH2 permit, please provide any SAE details specific to the NHN Mine <br />for incorporation into Section 2.05.3(4) (see below) of the PAP. <br />5. The middle paragraph on Page 2 of Section 2.05.3 gives 35.2 degrees as the angle of repose <br />for overburden spoil, while Map 2.05.3 -1 shows 32 degrees. Please revise one or both for <br />consistency. <br />6. Map 2.05.3 -1 illustrates a typical cross section view of the pit. Please revise the overburden <br />ahead of and behind the pit, respectively, to illustrate the presence of the "soft" overburden <br />that does not require blasting to be removed, and will be placed in the uppermost reaches of <br />the backfill. <br />7. The last sentence on Page 2 refers to Map 2.05.3(3) -1, which is Surface Water Hydrology in <br />the original PAP. Please verify that the intended map is referenced here. <br />8. The last sentence of the second paragraph on Page 4 refers to the Special Use Permit. Please <br />indicate that the SUP is from Montrose County. <br />9. The fourth paragraph on Page 4 indicates that roads, buildings, ponds, culverts, ditches and <br />other structures are discussed in Section 2.05.3(3). Please revise this to state that ponds, <br />other treatment facilities and diversions are discussed in Section 2.05.3(4). <br />10. Table 2.05.3 -3 describes the general timing of operations at the NHN Mine. Please add the <br />anticipated construction and reclamation of the Equipment Corridor and any necessary <br />utility relocations to this list. <br />2.05.3 (3) — Mine facilities <br />1. Page 3 of Section 2.05.3(3) contains a general discussion of Support Facilities and Utility <br />Installations. Please provide a map, in accordance with Rule 2.10.3, which depicts the <br />facilities at a scale sufficient to see the various buildings, utilities, and intersection of the <br />haul road with the County Road at the southern edge of the permit area. <br />2. In the Fuel Storage section, please include the tanks used to store used oil for use in heating <br />the truck shop (if such a facility is proposed here, as is found at the NH2 Mine). <br />3. Rule 2.05.3(3)(c)(v) requires a description of measures to be used to ensure that the interests <br />of the public and landowners affected are protected if the applicant seeks Division approval <br />of conducting the proposed surface mining activities with 100 feet of the right -of -way line <br />
