8. Under the heading, Soil Material Handling on page 2.05-28, the location of the soil stockpile <br />is described as south of the coal stockpile and Pond SCM-001. Please revise this statement to <br />include which coal stockpile and the PeCoCo Pond rather than channel SCM-001. <br />9. Under the heading Coal Handling Structures on page 2.05-32 and throughout Section 2.05, <br />reference is made to the coal stockpile. With the proposed addition of a ROM coal stockpile, <br />this reference is somewhat confusing. Based on the text, it appears that the 100,000 ton coal <br />stockpile is temporary and the 300,000 ton ROM stockpile will be utilized after initial <br />development. The ROM coal stockpile should be included as part of the coal handling <br />structures and facilities and should be delineated on Map 2.05.3 M1A with an established <br />footprint and reference should be made throughout the text as to the temporary stockpile <br />or the ROM stockpile with appropriate acreage included as discussed in comment <br />number 4 <br />10. Per Rule 2.05.4(2)(b) the operator shall provide a detailed cost estimate for proposed activities <br />to be conducted under this Technical Revision application. Please provide a detailed estimate <br />of the cost of reclamation of the proposed operations required to be covered by a <br />performance bond with supporting calculations for the estimates or provide an <br />explanation as to why no estimate is provided. <br />11. Map 2.05.3 MIA and Map 2.05.3 M51) identifies Ditch RD-132A flowing into culvert SC-13. <br />Ditch RD-D2A is not included on Table 2.05.3-E2-5 in Exhibit 2.05.3-E2, the Summary Table <br />in Appendix 2.05.3-E2.G-2, and no SEDCAD Design was included for Ditch RD-D2A. In <br />addition, the proposed Addendums 2.05.3-E2A-1 and 2.05.3-E2A-2 in Appendix 2.05.3-E2.A <br />do not include proposed ditch RD-D2A in the Structure Networking for Pond 002. Ditch RD- <br />D2A is identified on Map 2.05.3 MIA and Map 2.05.3 M4. Please revise the above <br />referenced tables and SEDCAD Designs to include Ditch RD-D2A. <br />12. Table 2.05.3-E2-11 on page 2.05.3-E2.23 in Exhibit 2.05.3-E2 and the Summary Table on page <br />2.05.3-E2.G-2.33 in Appendix 2.05.3-E2.G-2 identify culvert no. 18A. Culvert No. 18A was <br />not identified on Map 2.05.3 M4 or Maps 2.05.3 M 1 A and M 1 B. Please revise the <br />appropriate Maps or Tables to include or exclude culvert No. 18A. <br />13. Culvert no. 64A and culvert no. SC-9 identified on Maps 2.05.3 M I B and 2.05.3 M4 and Maps <br />2.05.3 M 1 A and 2.05.3 M4 respectively. However, these culverts are not included in Table <br />2.05.3-E2-11 of Exhibit 2.05.3-E2 and the Summary Table on page 2.05.3-E2.G-2.33 in <br />Appendix 2.05.3-E2.G-2. Please revise the appropriate Maps or Tables to include or <br />exclude these culverts. <br />14. Culverts 15A, 18A, and SC-11 listed on Tables 2.05.3-E2-11 and the Summary Table on page <br />2.05.3-E2.G-2.33 and culverts 64A and SC-9 identified on Maps 2.05.3 M1B and 2.05.3 M4 <br />and Maps 2.05.3 MIA and 2.05.3 M4 respectively were not accompanied with SEDCAD <br />design models. Please include hydrologic calculations for culverts 15A, 18A, SC-11, 64A, <br />and SC-9 as needed.
