mining will be conveyed from the mine portal to a transfer point and then to the coal stockpile <br />area. A radial stacking conveyor will be used to create a coal storage pile of up to 100,000 <br />tons. After the initial development, coal will be conveyed from the mine portals by a 72-inch <br />covered conveyor through a drive building to the transfer building." The seventh sentence <br />continues, "The coal will be conveyed from the transfer building to the run of mine (ROM) <br />stockpile, where selective placement in conical piles and two stacks tubes will allow some <br />blending to meet customer specifications. The ROM stockpile will provide up to 300,000 tons <br />of storage..." This text appears to differ from the orientation of the belt lines and facilities <br />identified on Map 2.05.3 MIA. <br />According to Map 2.05.3 MIA, it appears that the west beltline leaves the portal without <br />moving to a transfer building and on to the "Radial Stacker Belt" at the location labeled #17 <br />Coal Handling Facilities Area on the east side of Road B and south of the labeled, <br />"Parking/Storage Area". Another beltline leaves the portal area and enters a Transfer Building <br />then south to a Belt Drive Building and onto Stack Tubes at the eastern Coal Handling <br />Facilities Area. Please identify on Map 2.05.3 M1A the location and footprint of the <br />300,000 ton capacity ROM stockpile and the location and footprint of the 100,000 coal <br />stockpile and provide the amount of acreage of the coal handling facilities areas. <br />5. Proposed revised pages 2.05-18 and 2.05-19 discuss haulroads A, A-1, B, and D. According to <br />the last paragraph on the proposed revised page 2.05-19, coal haulage will occur on Road <br />A/B/B-1. Road B-1 and Road A-2 are also referenced on proposed revised page 2.05-22. <br />Haulroads B-1 and A-2 are not listed as haulroads under the heading of Roads on page 2.05-18, <br />under the heading of Haulroads on page 2.05-19, Map 2.05.3 M3 or identified on the proposed <br />revised Map 2.05.3 MIA. Please revise the text to omit haulroad B-1 and A-2 if it is no <br />longer a designated road or revise the text and the referenced maps to include haulroad <br />B-1 and A-2. <br />6. The last paragraph on proposed revised page 2.05-19 states that, "Coal haulage will occur on <br />Road A/B/B-1, from the permit boundary at Routt County Road 27A to the coal stockpile area, <br />a distance of approximately 1.5 miles." This statement does not include haulroad D. Based on <br />Maps 2.05.3 M 1 A and 2.05.3 M 1 B, the coal stockpile referenced is the western most stockpile. <br />However, no discussion is made as to the haulage to occur on haulroad D from the eastern coal <br />handling facilities area. Please discuss the activities to be conducted on haulroad D from <br />the eastern coal handling facilities area. <br />7. Although no discussion is provided as to the haulage activities for haulroad D, it is mentioned <br />on proposed revised page 2.05.3-19 that Road D will be used for coal haulage, overburden <br />haulage and mine development waste haulage. Based on this use of Road D and the statement <br />that Road AB/B-1 will provide for two-way haulage of both full and empty tractor-trailer haul- <br />trucks moving coal from the coal stockpile to the costumers receiving facility, the Division is <br />concerned with the slope and approximately 150 degree turn at the end of Road D. It is the <br />Division's concern that this location may not provide an adequate turn angle for two-way <br />tractor-trailer haul trucks to negotiate. Please address the activities to be conducted on <br />Haulroad D as requested in comment number 6.
