Pineda <br />Director <br />RE: Sage Creek Mine (Permit No. C-2009-087) <br />Technical Revision No. 01 (TR-01), Adequacy Review <br />Dear Mr. Cowman, <br />The Division received Sage Creek Coal Company's (SCC) application for a technical revision (TR-01) <br />on December 13, 2010. The application was determined to be complete on December 22, 2010. No <br />concerns have been received from other agencies regarding this proposed technical revision. The <br />Colorado Division of Reclamation, Mining and Safety has completed its adequacy review of the <br />proposed technical revision. Please respond to the following comments or concerns as necessary: <br />1. The first sentence of the initial paragraph on page 2.05-5 of the revised text discusses the <br />movement of coal from a small on-site storage stockpile to nearby customers. Map 2.05.3 <br />MIA identifies two coal handling facilities areas labeled 17 and page 2.05-17 discusses two <br />stockpile locations. Please delineate which area, or both, that will be used for on-site <br />storage of coal. <br />2. The first sentence of the fifth paragraph on page 2.05-5 of the revised text states that, "New <br />surface facilities in Little Grassy Creek watershed will include the mine portal face-up area, <br />temporary topsoil and overburden stockpiles, a coal stock pile, and coal handling facilities." <br />Map 2.05.3 identifies two coal handling facilities, but no indication is given for the location of <br />the coal stockpile or if there will be coal stored at both coal handling facilities locations. <br />Please discuss and identify on Map 2.05.3 MIA the location of the coal stockpile(s). <br />3. The fourth paragraph on page 2.05-13, under the heading Material and Equipment Storage <br />Yards, states that, "Two material and equipment storage yards will be located near the portal <br />area," and the storage yards will cover an area of approximately 11.5 acres. According to the <br />proposed Map 2.05.3 MIA, there is only one material and equipment storage yard in the south <br />facilities area comprising approximately 4.0 acres. Please determine the correct number of <br />material and equipment storage areas and the appropriate acreage, and revise Map 2.05.3 <br />MIA and page 2.05-13 accordingly. <br />4. The Transfer Building and Coal Stockpile is discussed on the proposed revised page 2.05-17. <br />The first sentence under the referenced heading states that, "Coal from the initial development <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
