Page 6. <br />15. NECC has provided detailed descriptions and plans of the proposed facilities in <br />Exhibit 28 as requested. On page 147 of Exhibit 28 NECC is providing information <br />regarding the slope track system. In the brief text portion NECC describes the slope <br />track system in the first and fourth sentences. The second and third sentences, <br />however, partially describe the two new water tanks that are described on page 144 <br />of Exhibit 28. Please correct the text description of the slope track system on <br />page 147 of Exhibit 28 to include all of the necessary information regarding the <br />system. Please remove the erroneous references to the proposed water tanks in <br />the second and third sentences of the text. Please submit three copies of revised <br />page 147 of Exhibit 28 for review. <br />NECC response: Three copies of the revised page 147 of Exhibit 28 are included <br />with this submittal. <br />16. NECC has provided a detailed reclamation cost estimate for Technical Revision 54 <br />in Exhibit 28, beginning on Page 129. In the first paragraph on page 129, NECC <br />lists the new structures that are included in this estimate. Included in this list are the <br />central pumping station building, the sewage plant building and the water pipe <br />vaults. NECC has also provided a list of all of the surface facilities in Table 19 (on <br />permit page 2.05-6). The central pumping station building, the sewage plant <br />building and the water pipe vaults are not included in Table 19. Please amend <br />Table 19 on permit page 2.05-6 to include the central pumping station building, <br />the sewage plant building and the water pipe vaults. Please submit three copies <br />of revised Table 19 for review. <br />NECC response: Exhibit Page 28-129 has been modified to include the central <br />pumping station building, the sewage plant building and the water pipe vaults. Three <br />copies of the revised page 2.05-6 and 2.05-6a are included with this submittal. The <br />page has been revised to include the central pumping station, sewage plant building, <br />and the water pipe vaults. Table 19 has been revised and tabulated to clarify the <br />locations and status of the facilities. <br />17. Permit page 2.05-5c discusses the 44kV transmission line from San Isabel Electric <br />Association. It states that "(t)he ownership of this transmission line will remain with <br />San Isabel Electric Association." Reference is made to a "Tercio Substation" and an <br />upgraded power line. Considering question #8 of this letter, please review this <br />paragraph and re-write, revise, or add more detail, including reference to Map <br />11 as potentially revised by question #8. As the paragraph exists in its current <br />form, it is not clear what power lines and/or substations the narrative is <br />referring to. <br />NECC response: Map 11- Sheet 2 East Portal Utilities has been modified with <br />labels on the power lines that are owned by others.
