Page 4 <br />8. Please expand the permit narrative discussion of the electrical power distribution <br />upgrade. Include substation changes or additions power pole locations or line <br />locations with the number of poles added per line. If the power company owns <br />the poles and the poles will remain after reclamation, please include a letter from <br />the power company stating that the poles belong to them and will remain when <br />the site is reclaimed. <br />NECC Response: Text has been added/revised to discuss power distribution on the <br />mine site. Power facilities on the mine property are owned by the mine. <br />DRMS Response: Please add ownership information to Map 11 Sheet 2 and/or <br />Table 19, if necessary, to clearly indicate any power lines shown on the map <br />that are not owned by the mine. Please also refer to question #17 below. <br />NECC response: Map 11- Sheet 2 East Portal Utilities has been modified with <br />labels on the power lines that are owned by others. Specifically San Isabel Electric <br />owns and maintains the 69 kv power line running east west through the portal area <br />and the 12.470 kv power line adjacent to Hwy 12. The ownership of these power <br />lines is indicated on the map. The power lines owned by NECC are included on <br />Table 19. <br />11. Please update Figure 2d on page 2.05-10b to indicate how surface runoff will be <br />routed to the ditch system shown on Map 13 of the approved permit. <br />NECC response: Figure 2d on page 2.05-10b has been updated and three copies of <br />the figure are included with this letter. The raster image of Map 13 is shown in the <br />background of the cut area design to more effectively show the surface water <br />routing. Map 13 is not yet available digitally. Water running west intercepts ditch <br />D 17B. Water to the east intercepts the system at an existing drop structure flowing <br />into C 12. The slope is expected to be bedrock and not require a drop structure to <br />move the water down the slope. If a drop structure is necessary 18 inch pipe is <br />recommended with a rip rap over filter fabric energy dissipater at the outlet. <br />12. Page EX. 28-153, bond calculations, indicates 651 cubic yards of topsoil will be <br />removed from the area proposed for disturbance under TR-54. The application form <br />indicates a request to disturb .55 acres. Although no map clearly shows the current <br />disturbance and the boundary of the proposed new disturbance, The Division <br />estimates that the new disturbance will result in an additional 1.3 acres of <br />disturbance, based on Map 15, Surface Disturbance. The information as it currently <br />exists does not provide enough detail on the area to be disturbed, the amount of <br />topsoil present, the type of topsoil, stripping depths, presence of subsoil, removal, <br />storage, and redistribution depths. Please review pages 2.04-33 to 42 of the <br />approved permit application and add permit text narrative on page 2.05-46,
