Page 2. <br />NECC Response: Cross-section information added to Map 11. <br />DRMS Response: In the permit text on page 2.05-7 under the heading (c) road, <br />conveyor, and rail systems, please correct the text that states "The mainline <br />grade is the property of the Trinidad Railroad, LLC and is located outside of <br />the mine permit" to state "....located outside of the mine surface disturbed <br />area." Also, on the same page, please correct Map 11 sheet 3 - East Portal <br />Utilities to read East Portal Facilities in the second to the last paragraph. <br />NECC Response. <br />Three copies of revised permit text page 2.05-7 are attached to this response. <br />3. Please ensure that structure and facility names used in Table 19 match those <br />annotated on Map 11 exactly. Many differences exist presently. Please correct <br />the table or the map or both as necessary. <br />NECC Response: The structure and facility names in both Table 19 and Map 11 <br />have been revised to ensure that are exactly the same. <br />DRMS Response: As we discussed in a conference call on December 2, 2010, many <br />differences, exceptions, and exclusions remain between Table 19 and the three <br />sheets of Map 11. The Division recommends reformatting Table 19, possibly using <br />subheadings to organize facilities by name with references to the proper sheet of <br />MapI l for facilities, utilities, roads, slope track, and cut areas. Examples of <br />discrepancies are; <br />¦ Belt lines not specifically identified <br />¦ Pumps to water tanks not on Map 11 <br />¦ "Coal lab" identified as "NECC Office" <br />¦ Clean Coal reclaim tunnel not on Map 11 <br />¦ Substations not specifically identified <br />¦ 400,000 gallon water tank labeled as proposed <br />¦ Power lines not specifically identified <br />¦ Phase I removed facility locations not identified <br />¦ River crossing "bridges" - one culverted, two to remain permanent <br />¦ Ponds and containments not specifically identified <br />¦ Topsoil piles not specifically identified <br />¦ Acid tank vs. Acid storage <br />¦ Transfer building not labeled on Map 11 <br />¦ Ponds not labeled on Map 1- sheet 2 <br />¦ Temporary substation not on Map 11 <br />¦ Warehouse #2 should be italicized in Table 19 <br />¦ Fuel containment sumps vs. Fuel tanks <br />¦ Raw coal stockpile areas #1 and #2 not labeled
