(b) A comparison of the proposed post-mining land use to other land uses <br />is in the vicinity and to adopted State and local land use programs. Where the <br />post mining land use is for commercial purposes, appropriate evidence <br />supporting such reasonable assurance shall be submitted, it not, a plan for <br />revegetation shall be submitted: <br />This site is located in an area with various uses to include rangeland, agricultural <br />(pasture) and some areas of residential/commercial. The proposed post mining <br />land use will be pond for wildlife use, and possible home sites. The Hogue Ranch <br />home site is located immediately west of the proposed expansion area. It is <br />located more than 200 ft. from the proposed affected area. <br />(c) A description of how the Reclamation Plan will be implemented to <br />meet each applicable requirement of Section 3.1: <br />3.1.2 Reclaiming Substituted Land: <br />The Applicant/Operator does not intend to substitute other land for reclamation <br />3.1.3 Time Limit and Phased Reclamation: <br />The expansion area will have one phase. This phase will require 4.6 to 9.2 years <br />of complete, depending on market demand. Upon completion of mining, the final <br />slopes will be mined at 3H:1 V or flatter, dependent on the location of wetland as <br />shown on the Reclamation Map. Creation of the wetlands will be the most <br />significant aspect of site regrading. This phase will require 2 to 3 months to <br />complete, followed by topsoil replacement, seeding and mulching. <br />Final reclamation will be completed within the five year time limit. <br />3.1.4 Public use: <br />The mine site is private land. The HRLP has no intent to allow public use of the <br />land either during mining or site reclamation. <br />3.1.5 Reclamation Measures - Materials Handling: <br />Reject material and excess overburden, as needed, will be hauled to the Bettger <br />Pit during back filling of cuts in order to achieve approximate original contour <br />(AOC). <br />Waste material generated from the crushing, screening and washing operations <br />will either be hauled to the Bettger Pit for backfill or stored within the pit to be <br />used for reclaiming wetlands.
