(1) Grading: <br />Access roads constructed as part of the mining activities will not be <br />reclaimed, but will be part of the post mining land use if requested by <br />HRLP. <br />It is the intent of the Applicant/Operator to mine the final in-pit slopes at <br />2H:1 V upon approaching the final in-pit slope configuration. HRLP has <br />requested all topsoil berms be graded so as to blend in with the <br />surrounding terrain or sold. No slopes outside of the pond area will be <br />steeper than 3H:1 V. The wetland areas will be graded to conform to the <br />conceptual wetlands reclamation plan. <br />(2) Backfiilling: <br />Where backfilling is necessary (wetland reconstruction), it will be done in <br />1 foot, dozer compacted lifts. <br />(3) All grading shall be done in a manner to control erosion and <br />siltation of the affected lands, to protect areas outside the affected <br />land from slides and other damage: <br />Appropriate erosion control methods will be used where drainage into the <br />mined pit cannot be ensured. Where it is safe for equipment and <br />operators, grading will be done on the contour. Since the final slopes for <br />the gravel pit will be incised into the existing ground surface, final slopes <br />will be mined to 2H:1 V. Based on many years of mining and reclamation, <br />the amendment expansion area will be mined and reclaimed as is presently <br />being done. It is unlikely, therefore, grading will result in affecting areas <br />outside the affected area or that the interior slopes of the mined pit will be <br />unstable. <br />(4) The Operator shall establish reasonable timetables consistent <br />with good mining and reclamation Procedures: <br />All backfilling and grading will be completed as soon as feasible after the <br />mining process. Based on the Operator's current mining practices, the <br />Operator has established a reasonable timetable consistent with good <br />mining and reclamation practices. <br />Grading of final open pit slopes will occur as mining approaches the toe of <br />the interior slopes and will not be steeper than 2H:1 V. Since the pit floors <br />10 will be underwater, no grading or topsoil replacement will occur. It is <br />Page 15
