Request for Extension Permit No. 98-Z1281 <br />Stegner Farm / Trollco, Inc. <br />It should be noted that if Trollco sells the property it shall be a condition of <br />any such sale that the new owner shall implement the mining and <br />reclamation plans as described in this request. <br />Trollco, Inc. is the developer of Water Valley in Windsor. Water Valley is a <br />residential, commercial, and golf course development built around , <br />reclaimed gravel pits. Trollco has an acclaimed track record of reclamation <br />and, in fact, was awarded the Reclamation of the Year award by the <br />Colorado Division of Reclamation, Mining and Safety. <br />2.0 RATIONALE FOR EXTENSION REQUEST <br />The current configuration of the mine is not conducive to revegetation and <br />final reclamation as a lake. Very little revegetation has taken place and <br />the pit floor and other areas of the property have very irregular stockpiles <br />and in-place gravel deposits. It would be very beneficial if saleable <br />materials could be removed from the pit over the three year period, grade <br />the pit area to a stable condition, and revegetate areas that have been <br />cleaned up and graded. There is also the opportunity to gain revenue <br />from the sale of the material to offset the cost of reclamation. This 3-year <br />time frame would also allow the owner to determine the legal and <br />engineering issues associated with filling the lake. <br />3.0 EXISTING CONDITIONS <br />The Stegner residential complex with outbuildings remains intact. The <br />commercially zoned portion of the property in the northeast corner <br />remains vacant. The screening berms required by the Special Review <br />permit are in place and are effective at screening the property from off-site <br />view, during mining operations. Some of the berm material will be used as <br />topsoil for revegetation. The gravel mine is fenced and there is a locked <br />gate at the access point on North Taft Hill Road. <br />The eastern part of the mine property has been backfilled under <br />controlled, engineered and tested filling conditions (about 13 acres). The <br />scale has been removed and the scale house is still present. There are <br />some stockpiles of sand in this area. The pit floor contains several <br />stockpiles of sand and an area of in-place, unmined sand and gravel. <br />Also present on site are several ground water monitoring wells, the slurry <br />wall and the perimeter drain.
