Request for Extension Permit No. 98-Z1281 <br />Stegner Farm / Trollco Inc. <br />1.0 INTRODUCTION <br />The Stegner family owned an 80-acre property in unincorporated Larimer <br />County at the intersection of North Taft Hill Road (County Road 19) and <br />West County Road 54G. Attached to this document are a vicinity map and <br />an aerial photograph of the property. <br />The property is zoned FA-1 Farming and C Commercial and has an <br />approved Special Review Permit (#98-Z1281) for sand and gravel mining <br />with a lake as the post-mining land use. <br />The property also has a Colorado Division of Reclamation Mining and <br />Safety Regular 112 Construction Materials Permit (Permit No. M 1999- <br />021), including a reclamation bond of $63,401. The property was <br />historically farmed for corn and hay until about 1999 when the Special <br />Review Permit was approved. <br />Following permit approval Aggregate Industries, West Central Region (AI) <br />started mining the property. AI mined the property until December, 2009 <br />and currently does not have access to the property. <br />A slurry wall was constructed in 2000 and a perimeter drain was <br />constructed in 2005. The perimeter drain was designed to prevent the <br />raising or lowering of the ground water levels around the slurry wall. It <br />was built in response to neighbors concerns. <br />In 2008 Trollco, Inc. purchased the property from the Stegners and is the <br />owner of all sand and gravel and stockpiled material in the pit. Since Al <br />left the property in December, 2009 Trollco has removed some minor <br />amounts of earth materials from the property. Currently the property is <br />basically inactive as a sand and gravel mine with the exception of <br />occasional removal of material by local contractors. <br />The Special Review Permit expires at the end of 2010. This expiration is <br />not a condition of approval of the permit, but rather a statement made in <br />the permit narrative. The DRMS 112 permit is perpetual as long as the <br />financial warranty is in place. <br />Trollco would like to extend the permit until the end of December, 2013 in <br />order to remove remaining gravel and stockpiles, revegetate according to <br />the approved reclamation plan and create a lake on part of the property <br />(the west portion). <br />Banks and Gesso, LLC Page 2 of 5 <br />November 5, 2010
