Re-seed. <br />2.12 Financial Assurances <br />The funds to construct the mitigation described in this plan will be secured from the Colorado <br />Water Resources and Power Development Authority (Authority). Sufficient funds for the Project <br />have been escrowed by the Authority. The Authority's Board has approved the funding for this <br />site. A letter which describes the funding process from the Authority is attached (see Appendix <br />D). <br />2.13 Other Information <br />The LPRMS is located on land owned by Mr. Pat Greer. Skanska USA has an agreement with <br />Mr. Greer to remove and process aggregate, and a State 112 Mine Permit (No. M-99-086). The <br />mitigation will be constructed on a portion of the mine that has been reclaimed and on a portion <br />of land with unmined aggregate. Unmined aggregate will be excavated and stockpiled within the <br />112 permit area. Since the mine exposed groundwater, a well permit was obtained by the <br />operator (Well Permit No. 042962-F). <br />The Applicant will acquire the land from Mr. Greer and place it in a conservation easement. Any <br />water rights requirements from the State Engineer's Office will be met by the Applicant. <br />Depletions can be met by releases from Red Mesa Ward Reservoir, Long Hollow Reservoir or <br />from other sources owned the Applicant. <br />The performance standards for the LPRMS and conditions of the 404 permit meet or exceed <br />those required by the existing 112 permit by the Division of Reclamation Mining & Safety.
