Final Mitigation Plan for Long Hollow Reservoir <br />La Plata River Mitigation Site (Permit No. 200375243) <br />• At least six piezometers will be installed at the site and measured semi-monthly during <br />the growing season (April - October). <br />• Fixed photograph points will be created after construction and photographs will be taken <br />each year for the monitoring report. <br />• Observations on wildlife and waterfowl use of the area will be made. This will include <br />direct observations of usage and indirect evidence (e.g., tracks, scat, grazed vegetation, <br />etc.). <br />2.10 Long-Term Management Plan <br />The Applicant has entered into a contract with BWC to perform the mitigation monitoring at the <br />La Plata site required by the Section 404 permit. The contract with BWC is for a five-year <br />period, starting when the mitigation is constructed. <br />The mitigation sites will be observed and plans prepared for any corrective actions (CAs) <br />needed. Bids will be obtained to implement CAs. Follow-up monitoring will then be completed <br />to assess the success of the CAs. In terms of funding, it is proposed to escrow ten percent of <br />the total mitigation construction cost for CAs. The mitigation will be protected through execution <br />of a conservation easement (see Appendix B). <br />2.11 Adaptive Management Plan <br />CAs will be implemented based on observations or data showing that at least one "trigger" is <br />met at a site. Possible CAs are listed in Table 3. The list of CAS in this table is not exhaustive <br />and other CAs may be identified. The most important part of the process is to identify the <br />reason(s) for the problem, and to formulate a CA to address the problem. Oftentimes, more <br />than one action may be needed. For example, the failure of wetland plants to become <br />established is usually due to inadequate hydrologic conditions to sustain the species planted. <br />Therefore, the first step is to remedy the hydrologic conditions, and the second step is to plant <br />additional plants. <br />August 2010 Bikis Water Consultants, LLC Page 11
