15.) If mulch will be used for reclamation, please indicate the type of mulch to be applied and <br />state how many tons per acre will be applied to the affected land. If a cover crop method will be <br />used; please indicate the species of non-competitive grass to be planted and state how many seeds <br />per acre will be applied to the affected land. Also for this option, please indicate when the cover <br />crop will be planted to give it sufficient time to establish and die prior to planting the final <br />reclamation seed mixture. <br />16.) Please indicate if the reclamation seed mixture will be planted with a drill or by a broadcast <br />method. If a broadcast method is chosen, please commit to doubling the seeding rate. <br />17.) The note included at the bottom of the NRCS reclamation seed mixture indicates weed <br />infestations will be controlled by chemical measures. However a specific weed <br />control/monitoring plan was not discussed in the reclamation plan. Please submit a plan for <br />monitoring and controlling weed infestations at the site. This plan must include the following <br />information: <br />a.) A list of potential species of invasive weeds that may occur on the site (Tamarisk, <br />Canada Thistle, Leafy Spurge... etc.) <br />b.) A description of the various control measures that will be employed for the weed <br />species such as mechanical, chemical, biological control or a combination of the three <br />methods. <br />c.) Submit a monitoring plan that describes how often the operator will monitor the site <br />for noxious weeds (monthly, bi-monthly etc.) and what action will occur if noxious weed <br />are observed. <br />d.) A post treatment monitoring plan to determine control effectiveness. <br />e.) A commitment that the weed control plan will be implemented for the life of the <br />permit. <br />18.) Will any road remain within the permit area after the site is reclaimed? If so, state the <br />dimensions the road will be. Also, please depict the locations of these roads on the Reclamation <br />Plan map. <br />19.) The reclamation cost estimate submitted for Exhibit L estimates the cost of reclamation for a <br />15 acre phase. Based on your response to the items raised about the mining phases in the Mining <br />Plan, please clarify when reclamation will be completed in a specific mining phase prior to <br />advancing in the next phase. <br />6.4.6 EXHIBIT F - Reclamation Plan Map <br />20.) Please depict any roads to remain on the site after reclamation. <br />21.) The contour lines depicted on this map are the same as the ones depicted on the mining plan <br />map. As indicated above, these contour lines do not appear to be correct. However, the <br />reclamation plan map has arrows drawn on the map along all of the boarders of the permit <br />boundary. These arrows point to the center of the map indicating a basin with 3:1 horizontal to <br />vertical slopes will be created. <br />Based on the mining plan and observations at the site, the excavation appears to be advancing <br />from the center of the current affected land to the north and to the west.
