4.) The Mining Plan indicates the area will be mined in two phases; indicate where these two <br />phases will be located. <br />5.) Please indicate which stockpiles will contain overburden. <br />6.) The contour lines drawn on the map labeled 4900 and 4800, do not appear to be correct. The <br />land does not rise that quickly in elevation. Please check the map these elevation measures were <br />taken from to ensure they are correct. Based on a USGS topographic map of the area, the <br />topography rises in elevation from west to east at the site only about 20 to 40 feet. <br />6.4.4 EXHIBIT D - Mining Plan <br />7.) Item D. of the Mining Plan indicated the permit area is 30 acres, however the application <br />indicates the permit area will be 28 acres. The Division assumes this was a mistake based on the <br />original application pages submitted. Please confirm the permit area will only be 28 acres. <br />8.) The Mining Plan indicates the site will be mined in two 15 acre phases (Phases A and B). <br />These phases were not depicted on the Exhibit C Map. Give the proposed permit area for the <br />operation is 28 acres, the site can't be mined in two 15 acre phases. Please depict the location of <br />these two mining phases on the Exhibit C map and clarify the acreage accorded to each of them. <br />9.) There appears to be an intermittent stream located within the permit boundary in the northwest <br />corner of the site. Based on the Mining Plan, it appears the Operator intends on mining the entire <br />site including this drainage. Disturbing this drainage may alter the surface water drainage into <br />and out of the site and possibly causing increased erosion and sedimentation during a storm event <br />or snow melt. Please indicate how damages to the surface water system will be protected from <br />water erosion and soil sedimentation, and how water will maintain its natural course. <br />10.) Please indicate what will trigger reclamation to begin for a mining phase. <br />11.) What will be the maximum length of the highwall at any given time during a mining phase? <br />12.) Based on the Division's observations at the site, it appears topsoil and overburden will be <br />stockpiled for over 180 days prior to their replacement over the affected land. This material must <br />be stabilized from wind and water erosion by establishing vegetative cover on the stockpiles. <br />Please commit to planting grass seed on both the topsoil and overburden piles if they remain in <br />place for longer than 180 days. Please indicate the type of grass seed to be used and how many <br />pounds per acre will be applied. <br />6.4.5 EXHIBIT E - Reclamation Plan <br />13.) Once overburden and topsoil are stripped and stockpiled for reclamation, it appears the <br />sandstone is cut with a saw creating bench steps in the mined area. The Reclamation Plan <br />indicates the mine slopes will be graded to a 3:1 horizontal to vertical ratio. How will these stone <br />benches be reclaimed to a 3:1 slope? <br />14.) The reclamation cost estimate submitted for Exhibit L, indicates mulch will be applied to the <br />affected land. However, the recommendations for seeding indicate the seed mix should be <br />planted into a dead non-competitive cover crop of sorghum-sudangrass. Please clarify if mulch <br />will be used during reclamation or if a cover crop will be grown at the site prior to reclamation <br />seeding? <br />2
