Except as noted hereafter, all samples collected during the baseline water sampling <br />program shall be analyzed for the parameters listed in tables 1, 2, 3 and 4 of the <br />Colorado Department of Health and Environment, Water Quality Control <br />Commission, Regulation 41, Basis Standards and Methodologies for Groundwater. <br />At the operator's discretion, groundwater samples need not be analyzed for the <br />following: Total coliforms, CN (free), chlorophenol, color, corrosivity, foaming <br />agents, and phenol. In addition to parameters listed in the previously named tables, <br />with exceptions, all samples shall be analyzed for ammonia. Samples shall be <br />analyzed by such methods so as to produce results with detection limits lower than <br />the regulated value. <br />Upon adequate completion and submittal of baseline water quality sampling results, <br />the Division shall establish the following: <br />a) A list of indicator parameters to be analyzed from subsequent sampling; <br />b) Numeric protection levels and; <br />C) Sampling frequency, all in accordance with groundwater regulations. <br />All monitoring wells shall be permitted by and constructed in accordance with the <br />Office of the State Engineer. In addition, the location of the wells must be submitted <br />to and approved by the Division prior to construction. <br />rtin? <br />Repo <br />If there are any measurements outside of the permit condition values (to be <br />determined from baseline monitoring), DMG will be notified within five (5) working <br />days, and the first verification sample for the indicator parameter that is outside of <br />the permit condition value will be taken within two weeks. If that verification <br />sample also lies outside the permit condition value, a second verification sample will <br />be taken within two weeks after the first verification sample. If either verification <br />sample is within the permit condition values, GCC will be judged to be in <br />compliance. If both samples are outside the permit condition value, DMG will be <br />notified within five (5) working days of receipt of the second verification sample <br />results. Upon notification that both samples lies outside of the permit condition <br />values, DMG may notice GCC of a possible violation of that condition of the permit. <br />If either sample is within the permit condition values, then the sampling will revert <br />to the previously determined sampling frequency. <br />STIPULATION # 2 <br />The operator will submit a noxious weed management plan that will be prepared in <br />consultation with the local weed control district or noxious weed management <br />authority. This plan must be submitted prior to any disturbance occurring on the <br />site and should generally follow the principals outlined in the permit application, <br />but must contain at a minimum the following elements:
