STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
August 13, 2002
GCC Rio Grande, Inc.
Attn: Mr. Brian McGill
11783 State Highway 337
Tijeras, NM 87059
RE: GCC Rio Grande, Inc.; Red Rock Plant and Mine; DMG File No. M-2002-004;
Recommendation for Approval of a 112 Construction Materials Reclamation
Permit Application
Dear Mr. McGill:
DIVISION OF
MINERALS
GEOLOGY
RECLAMATION
MININMAFETY
Bill Owens
Governor
Greg E. Walcher
Executive Director
Ronald W. Cattany
Acting Division Director
On August 13, 2002, the Division of Minerals and Geology issued a recommendation to
approve your 112 construction materials reclamation permit application, with
stipulations, and over objections. Since there were objections to the application, this
matter must appear before the Colorado Mined Land Reclamation Board for a final
decision of staff's recommendation, and has therefore been placed on the agenda for their
August, 21-22, 2002 meeting. That meeting will be held at the Pueblo Convention
Center, 320 Central Main Street in Pueblo, Colorado beginning at 10:00 a.m. on the 21St
At stated, this recommendation to approve is being conditioned on the following
stipulations.
STIPULATION # 1
Baseline Water Ouality Samplin
Baseline ambient groundwater conditions of the potentially affected aquifers shall
be established through sampling during a minimum of 5 quarters prior to mining.
Aquifers to be sampled shall include, but not necessarily be limited to, the St.
Charles River alluvial aquifer and the Dakota aquifer. During and after drilling of
the supply well into the Dakota aquifer, logs of those wells shall be examined to
determine if water was encountered in the Codell Sandstone. Provided water is
encountered in the Codell Sandstone, that unit shall also be monitored.
Groundwater samples shall be collected and analyzed from a minimum of 8
separate events over a time span of at least 5 quarters. DMG recommends sampling
on a monthly basis for 24 months prior to the beginning of mining.
