However, we did not
receive the accompanying site forms with the report, which we need to complete our review under
Section 106 of the National Historic Preservation Act. We contacted your office and requested that
the site forms be sent over, to which you responded on August 25, 2010 that Bowie Resources would
be sending the site forms. On October 12, 2010, we sent an email to you as a follow up to inquire
about the site forms. On October 13, we received a call from Barbara Davenport of Grand River
Institute stating that they had sent the site forms to the Uncompahgre Field Office of the Bureau of
Land Management (BLM). Upon review of our records, it appears that these site forms were sent in by
the BLM in mid-September as documentation "for our information" under our State Protocol with the
BLM and were entered into our system. No indication was provided that these site forms were
associated with the subject project.
We apologize for the delayed response from our office on the subject project. Occasionally, this
happens when a lead Federal agency has not been identified or more than one agency has an
established review process for these types of projects. This may also happen when the project is
submitted by different agencies using multiple names. In this case, the Division of Reclamation,
Mining, and Safety (DRMS) submitted this information to us as the "Bowie No. 2 Mine (Permit No. C-
1996-083), Bowie Resources, LLC., Permit Revision No. 12 (PR-12), West Mine Expansion" and the
BLM submitted the information to us as the Federal Coal Leases C-37210, C-27432, and D-036955
Project.
CIVIC CENTER PLAZA 1560 BROADWAY SUITE 400 DENVER COLORADO 80202 www.historycolorado.c
