When the site forms were sent in by the BLM in mid-September, they were not tied directly to our <br />project record for the subject project. Because we are currently consulting on the subject project with <br />the DRMS, they should not have been sent in as "informational" material under our Protocol with the <br />BLM. All of these circumstances, in combination, resulted in a delayed review and concurrence from <br />our office. <br />The BLM has made a determination that the following sites and isolated finds (IF) are not eligible for <br />the National Register of Historic Places (NRHP): 5DT93, 5DT94, 5DT95, 5DT1538, 5DT1796, <br />5DT1797 (IF), and 5DT1798 (IF). Further, the BLM determined that linear segment 5DT1795.1 does <br />not support the eligibility of the larger linear resource of which it is a part. <br />Considering these determinations, we concur that a finding of no historic properties affected is <br />appropriate for the Bowie No. 2 Mine Permit Revision No. 12 (PR-12). <br />In the future, our review is greatly facilitated if the lead Federal agency is clearly identified, the cultural <br />resource inventory reports refer directly to the project title for which we are conducting our review, <br />and all of the supporting documentation is provided to us in one submittal. <br />Please note that the cultural resource inventory report suggests that subsidence within the project area <br />may be resulting in adverse effects to historic properties, however, it does not provide any additional <br />information to this effect. We request additional information on subsidence activity and whether the <br />lead Federal agency believes that it is adversely affecting historic properties. <br />Should unidentified archaeological resources be discovered in the course of the projects, work must be <br />interrupted until the resources have been evaluated in terms of the National Register of Historic Places <br />eligibility criteria (36 CFR 60.4) in consultation with our office. <br />Thank you for the opportunity to comment.
