The pond's earthen embankment appeared to be stable and the pipe <br />spillways were functional. <br />The pond at the reclaimed run-of-mine stockpile area did not have any standing water in it, although the pond <br />bottom was a little wet. The pond embankment was stable and well grassed. Spillways were operational. The <br />collection ditch leading into the pond had sufficient capacity and vegetative cover. <br />The sediment pond at the unit train loadout was dry. The pond's bin wall was stable and the emergency spillway <br />was clear of debris. The primary discharge pipe gate was closed. The collection and diversion ditches and culverts <br />associated with the loadout pond were in place and were operational. The ditches and culverts for the upland <br />diversion system at the loadout were in place, although one section of the side ditch leading from the east entrance <br />could use better definition. <br />The sediment pond at the partially reclaimed highway coal stockpile area was dry. The straw bales on the sough <br />side of the railroad tracks were in place. More bales are needed, however, at the inlet of the railroad track culvert <br />on the west end of the area. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11: Drainage Control; Surface <br />Stabilization; Placement: <br />The reclaimed West Ridge waste pile was stable. There were no signs of slope instability, such as cracking <br />and slumping, on the benches and slopes. The vegetative cover on the pile was good and no erosional problems <br />were noted. The collection ditches on the pile were well vegetated and had design capacity. <br />ROADS - Rule 4.03 1, Construction 4.03.1(3)/4.03.2(3)) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) -J1 ',Reclamation 4.03.1(7)/4.03.2(7): <br />There were no problems with any of the roads at the various mine site areas. There was some rilling in the <br />road at the East Mine in the vicinity of the former portal bench but it did not present a problem. There also was <br />one rill in the entrance road at the reclaimed highway coal stockpile area but it did not present a problem either. <br />The three paved entrance roads at the unit train loadout were in good condition. The graveled entrance road at the <br />reclaimed run-of-mine stockpile area was in good condition. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The West Mine reclamation continues to be stable. There were no indications of slope instability, bulging <br />or cracking. The revegetation on the reclaimed slopes was moderate to good in cover. The revegetative cover at <br />the West Mine fan site was similar. <br />The reclaimed slopes at the East Mine remain stable. In spite of an intense storm back in early August of this year, <br />the regraded slopes are holding up well. The roughened surface is preventing erosional problems. The same was <br />true for the reclaimed run-of-mine stockpile area across Steven's Gulch road from the East Mine. <br />REVEGETATION - Rule 4.15 ? . ! Vegetative Cover; Timing: <br />The reclaimed slopes of the East Mine still need to be revegetated.
