September 23, 2010 C- 1981 -041 /Roadside Portals MPB <br />wetland area wherein a silt fence has been replaced with rip -rap and rock check dams (see Photograph 5 at the end <br />of this report). The purpose for the sediment control at this location was to prevent contribution of sediment and <br />runoff to the wetland area during construction activities associated with the Halliburton "Cameo Sand Offloading <br />Facility." Halliburton chose to leave the riprap and check dam structure in place as a permanent sediment control <br />feature. The protected wetland area is shown in Photograph No. 6. <br />Two sediment ponds (UTL No. 1 and UTL No. 2) located adjacent to the wetland area were inspected. <br />Reclamation of these ponds involved placing fill nearly level with the permanent light use road and sloping the fill <br />away from the pond embankments towards the drainage Swale to the north. The spillways were reclaimed by <br />removing the 90 degree bends and attached skimmers and caps were placed on both ends of the two spillway <br />pipes. The intake side of the spillway pipes were backfilled and covered with clean fill material. The two -30 -inch <br />pipes were left in place with removable caps (see Photograph No. 7 taken at UTL 1) so they can be used in the <br />future to support the industrial land use. The former pond embankments were topsoiled and seeded with the <br />appropriate seed mix. Former Pond UTL -1 was dry at the time of the inspection. Former Pond UTL -2 had a small <br />amount of water at the base of the reclaimed slope from recent heavy rain. Photographs of reclaimed Pond UTL -1 <br />and UTL -2 are shown in Photographs 8 and 9. <br />We continued to a' /2 acre non - active use area near the UTL where coal fines had been removed from accumulation <br />outside of the rail loop. The area is flat and was backfilled and graded in 2010. This location is discussed below <br />in more detail under the revegetation section. Within the UTL loop area we inspected the location where the <br />conveyor structure was dismantled. The area is well maintained and Halliburton is constructing new at this <br />location. The reclaim tunnel that was used to feed coal to the conveyor structures and the Train Loadout remains <br />in place for storage purposes (see Photograph No. 10). We continued to the west and viewed the location of the <br />reclaimed sewage lagoons (see Photograph No. 11). <br />At the Overland Conveyor Area, we inspected the location where structures were demolished and removed in <br />2001. This area contains a "mapped wetland" and a silt fence has been installed as a sediment control for a road <br />that runs parallel to a portion of the small wetland area (see Photograph No. 12). The Permanent Flood Control <br />Dike, which was approved and constructed in 1985 using large rip -rap, was also observed (see Photograph No. <br />13). No issues or concerns were identified at any of these locations. <br />Monitoring wells UTL -01, 02, 03 and 04 and Rollins -2 were viewed during the walk through. The wellheads were <br />intact and secure and concerns were identified. Lastly, we observed the new road/bridge construction associated <br />with Coal Creek Crossing (see Photograph Figure 14). <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Areas were seeded for revegetation only in limited non - active use areas that were disturbed at the UTL and <br />conveyor corridor including, Topsoil Stockpile Number 4, UTL Ponds 1 and 2, and an approximate V2 acre site <br />located outside of the rail loop where coal fines had accumulated.
