It appears <br />that the development site contains the following water(s) of the United States: St.` <br />Charles River and its unnamed tributaries and multiple unnamed.tributaries of Edson.` <br />Arroyo. From the project description provided, the Corps comments that the following <br />structures or activities may involve regulated discharges into waters of the US.: road <br />crossings of waterways, railroad crossings of waterways, mining activities, and building <br />structures. <br />STORMWATER DISCHARGE PERMIT <br />Under the Colorado Water Quality Control Act, a Colorado Stormwater Discharge <br />Permit will be required for the construction and operation of the facility. The.CDFH&E <br />reviews and authorizes' Discharge Permits. <br />.ACCESS ; <br />-f The property consists of a westerly block of_land and an easterly, larger block of land. <br />' The main plant site and initial quarry area are in the easterly.block and will be.accessed <br />from 1-25 via Lime Road and a private access road now west of the BNSF tracks. The <br />applicant has not discussed how the westerly block of land will be accessed. The <br />section of Lime Road being used to access from I-25 to the plant is an asphalt road <br />surface in poor to.,fair condition with significant sharp turning segments. The <br />Department of Public Works comments dated March 18, 1999, and updated comments, <br />dated'June 9, 1999 and letter of August 16, 1999, are attached as Exhibits 13, 14 and <br />15. The width of the existing road averages 22 feet, with limited shoulders. The road <br />has seen low volumes of traffic for many, years, and as such has been considered <br />adequate. In order to accommodate any significant level of heavy truck traffic, both in <br />terms of safety and maintenance, the road needs to.be re-constructed to an adequate <br />width and cross sectional thickness. Lime.Rcad is presently classified as a -minor <br />ccllcctcr, which calls for a paved width of 32 feet for a rural cross section. The <br />updated comments from Public Works indicate that, until responsibility for the <br />necessary Lime Road engineering and construction improvements is decided <br />upon, Public Works cannot support' approval of the.special use permit. .Inasmuch. <br />as, the applicants have now designated a_viable access point on time Road, and <br />scheduled a meeting with the Board of County Commissioners to discuss the. Lime <br />Road improvements, Public Works is not able to comment further until the BOCC <br />provides additional direction on responsibility for Lime Road improvements.
