Memo <br />`to P:CPC ' - <br />Re: SUP No. 1999-002 <br />September 13, 19.99 <br />P.age;14 <br />Dust Suppression Methods and Controls <br />Mining activities and quarry haul roads will be the sources of fugitive dust <br />emissions. leis anticipated. that in the active mining and haul areas a water <br />application of 0.03 inches per day will be required to suppress dust. Water <br />sprays will also be used. at the crusher hopper and the, conveyer system from the <br />crusher to the plant site. <br />Dust suppression in the plant area will involve sweeping and washing in the <br />paved areas. Raw, materials and intermediate and final products will be stored in <br />enclcsed'within structures or containment vessels. The various prccesses within. <br />.the plan area generating dust wili.be equipped with dust-collection equipment. - <br />The plant shall comply with State, federal and local airquality reaulations and, <br />requirements. <br />AIR QUALITY <br />An Air Quality Construction Permit and an Operations' Permit will be necessary for. <br />constructlon.,of the facility and the mining. operation and manufacturing arid: processing <br />equipment. The Colorado Department of Public Health and Environment (CDPH&E) <br />reviews and authorizes.Air Quality Permits. The Pueblo City-County Health <br />Department has local enforcement jurisdiction once these permits are issued. <br />FLQODPLAIN <br />A portion of the property appears to be within the 100-year floodplain as depicted on <br />Federal Emergency Management Agency (FEMA) Flood Insurance Rafe Map, <br />Community Panel No. 080-147 365B, dated September 29, 1989. `A FEMA National <br />Flood Insurance Program Flood Hazard Development Permit is required for any <br />"activity" which falls within the flood zone, regardless of mitigation measures. The <br />applicants has indicated. a Flood Hazard Area Development Permit, along with a Corps <br />of Engineers 404 Permit,.will be sought for construction of.the roadway bridge crossing <br />over the St. Charles. <br />CLEAN WATER ACT.`- SECTION 404 <br />V%Jaters of the United States are regulated under provisions of Section 404 of the Clean <br />VJater Act and a Department of the Army permit maybe required for the discharge of <br />dredged or fill material into these waters.
