<br />. . <br />Memo to PCPC. <br />Re: SUP No 199.9-002. . <br />September 13, 10,99 <br />`Page 16 - <br />The Department's memorandum of June 9,'1999, recommends the applicant be <br />required to do the following prefe.rabiy prior to approval of the special use permit and <br />Certainly before commencing operation of the fa.gilities: <br />1. Submit to the Department of Public Works detailed constructicn'plans <br />prepared by a licensed engineer, which cover the necessary road '. <br />improvements to bring the section of Lime Road from 1-25 east to the <br />entrance.into the site, that will result in the road meeting minimum design <br />standards for a`minor collector road, rural cross section. The plans shall <br />be prepared in accordance with the requirements of the Pueblo County <br />Roadway Design and Construction Standards. If the access point lies <br />east of the railroad crossing on Lime Road, the plans shall also include <br />proposed improvements to the rail crossing on Lime Road, including but <br />not limited to improved horizontal and vertical alignment and sight <br />distance, installation of cross arms and signals. <br />Submit to the Department of Public Works a detailed engineer's cost <br />estimate for the improvements depicted in the final (approved by the <br />Department of Public Works) construction plans, including improvements, =- . <br />if any, associated with the railroad crossing. <br />3. Enter into an agreement with the Pueblo County Board of County <br />Commissioners identifying the portion. of the cost of the road <br />improvements to be borne by the applicant and providing suitable means <br />of guaranteeing that participation, such as a letter of credit; escrowed <br />funds, etc., and which further defines the time frame for completion of all. <br />improvements. <br />Comments from the Colorado Department of Transpcrtation (00OT),dated March 11, <br />1999, are attached as Exhibit 1.6. CDOT indicates the portion of lands west of I-25, <br />which are part of the westerly block of lands, _will not be granted. access to the <br />interstate.
