September 23, 2010 C-1981-019/Colowyo Coal Mine JRS <br />- The Prospect Pond contained water approximately seven feet below the top of the discharge pipe and was not <br />discharging at the time of the inspection. The pond embankment was stable and well vegetated and no erosional <br />problems were noted. <br />- The Gulch A Pond was dry at the time of the inspection. Colowyo has scheduled the cleaning of this pond <br />(Note: Colowyo was cleaning the pond when I drove by on the afternoon of 28 September 2010 for a meeting.) <br />Colowyo is planning on removing approximately 2,000 cubic yards of material from the pond. <br />- The Streeter Pond was full and discharging through the weep hole at the time of the inspection. The discharge <br />looked clear. It had a pH of 7.63, an electric conductivity of 2,310 umho/cm and a temperature of 11.9° C. The <br />pond embankment was well vegetated and stable and no erosional problems were noted. <br />- The Rail Loop Pond was also dry at the time of the inspection. This pond is also scheduled to be cleaned this <br />fall, following the Gulch A Pond. The pond embankment was well vegetated and stable and no erosional <br />problems were noted. <br />- Culverts K and M were inspected. Culvert K needs to be cleaned. The minimum allowable opening is 20" and <br />the culvert appeared to be right at this point. Culvert M had a small amount of sediment in the bottom but was <br />basically clear. <br />ROADS - Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03;1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The South Taylor Haul Road appeared to be stable at the time of the inspection. The haul road is well <br />maintained. Colowyo has recut the roadside ditch along the cut slope. Colowyo needs to remember that this ditch <br />needs to be recut/cleaned every time the road is bladed, since blading the road fills in the ditch. <br />TOPSOIL - Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />- Colowyo has completed topsoil replacement on the wedge area that borders the East Pit and Haul Road A. The <br />Division will verify topsoil depths on this reclamation block on a later inspection when topsoil has been replaced <br />on all 2010 regrade areas. <br />- Colowyo has almost completed topsoil replacement in the West Pit in the 2010 reclamation area. This area is a <br />variable topsoil replacement unit, with topsoil depths ranging from four inches in the sagebrush steppe area to <br />approximately 18 inches in the drainage bottoms. Colowyo was completing topsoil replacement on the south <br />portion of this area. The Division will verify topsoil depths on this reclamation block on a later inspection when <br />topsoil has been replaced on all 2010 regrade areas. <br />- Colowyo will replace topsoil on the regarded R3 area once overburden sampling test results are received. <br />Additionally, Colowyo will replace topsoil on the 2010 East Pit reclamation block following backfilling and <br />grading. <br />OTHER: On 28 September 2010 the Division met with members of the Colowyo staff and the DOW to discuss <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 4 of 14
