September 23, 2010 C-1981-019/Colowyo Coal Mine JR <br />the outstanding issues related to Technical Revision 84. TR-84 deals with a requirement for the planting of aspen <br />and tall mountain shrub plots at the Colowyo Mine, specifically in the South Taylor Pit Area. In attendance at the <br />meeting were Jim Stark and Dan Mathews of the Division, Ed Winters of DOW and Kurtis Blunt, Steve Gili, Matt <br />Guptill, Ed Moyer, Ryan Pawlowski and Jennifer Sekulski of Colowyo. <br />Currently Colowyo is required to plant 20 acres each of aspen and tall mountain shrubs in the South Taylor Pit <br />area. Colowyo has proposed planting three 1-acre test plots in the West Pit area to see what planting techniques <br />work. The Division has agreed in principal to this approach. Colowyo will plant these test plots within the next <br />year (in the 2011 reclamation season, at the latest) and there will be at least five growing years to collect data and <br />determine success. <br />Colowyo's main issue with the requirement for two 20 acre plots is how will success be determined and how many <br />times will Colowyo need to replant the plots if success is not achieved. Ed Winters of DOW believed that <br />Colowyo would probably have to continue to replant the plots until success was achieved. <br />Through the discussion it was determined that Colowyo would provide the Division with a detailed plan for the <br />three 1-acre test plots (1 aspen plot, 1 tall mountain shrub on thick topsoil and 1 tall mountain shrub on thin <br />topsoil) as well as a proposal for success standards for the shrub plots. These plans will address questions in the <br />Division's 5 May 2010 preliminary adequacy letter. Colowyo also agreed that they would establish these shrub <br />test plots during the 2011 reclamation season to allow for the maximum amount of time before large-scale <br />implementation would be required in the South Taylor Pit area. It was also agreed that Colowyo, the Division and <br />the DOW would revisit the issue after several years worth of data have been collected. At this point, however, <br />Colowyo is still required to plant two 20-acre shrub plots. <br />DOCUMENTS RECEIVED: Colowyo hand delivered a response to Technical Revision 87, dated 23 September <br />2010.
