includes a series of cross sections which provide comparisons of the pre-mining
ground surface with the proposed post-mining elevations.
D. With the PR-6 application, WFC has compiled a detailed backfilling sequence for the
remainder of the mine area. The plan is graphically illustrated on Map 2.05.3(3)-1-2,
which correlates with mass volumes tabulated in Attachment 2.05.4(2)-7.
Overburden generated from excavation of the first box cut was stockpiled at the
southeastern corner of the Mine 2 permit area, south of the support facilities. This
stockpile will be used to offset deficits in backfill material that would otherwise occur
in the final series of cuts at the western limit of the permit area.
E. At the request of the Morgan's, effective May 2010, all unconsolidated "Bench 1"
overburden existing on the Morgan property will be salvaged and replaced on Morgan
property. It will not be used as backfi_ll on lands owned by others.
XI. Reve etation
The proposed revegetation plan is designed for the post-mining land uses of irrigated
pasture, cropland-irrigated alfalfa hay and dryland pasture. All revegetation plans are
discussed in Section 2.05.4 (2)(e) of the permit.
A. Introduced Species
The Division proposes to approve the use of introduced species in the reclamation
seed mix. The applicant has submitted information that shows that the introduced
species are desirable and necessary to achieve the approved post-mining land use, and
are not poisonous or noxious (4.15.2). In PR-6, WFC proposed several changes to
seed mix numbers 2, 3, 5, 6, and 7.
Seed mixes number 2 and 3 are temporary seed mixes. Mix #2 is for areas less than
one year until the permanent mix will be planted and Mix #3 is for longer term
temporary plantings such as topsoil stockpiles. Introduced species in these mixes will
facilitate site stabilization and provide organic matter when incorporated into the
topsoil prior to permanent seeding.
Seed mix numbers 5 and 6 are for the reclaimed irrigated pastureland; the mix is
determined by moisture availability. All species are in these mixes are introduced
and were selected as beneficial for grazing purposes as discussed in Section
2.05.4(2)(e) Subsection 4.3. The irrigated pasture mixes are seeded in the spring,
along with a companion crop of oats or barley.
Seed mix number 7 is for the cropland - irrigated alfalfa hay. A companion crop of
triticale or an alternative winter annual grain will be seeded along with the alfalfa.
Several alternative varieties of alfalfa are approved for Seed Mix #7, with the specific
variety to be planted in any particular year to be based on seed availability and
landowner preference. The alfalfa varieties were selected after consultation with the
49
