landowner and with the NRCS. A rotational management sequence for the alfalfa <br />cropland was developed in consultation with NRCS, and is outlined in Subsection C, <br />below. <br />Seed mix number 8 is for the dryland pasture. It is a combination of introduced and <br />native species that are drought tolerant. A sterile hybrid annual triticale will be <br />planted in combination with all areas seeded to dryland pasture upon approval of PR- <br />6. <br />B. Soil Stabilizing Practices <br />The Division proposes to approve the use of a cover crop as a means to meet soil <br />stabilization requirements in situations where temporary soil stabilization is required <br />Prior to seeding with the permanent mix (4 15 41 Ceed miX # 2 - Seed N4ix TTJ <br />C, r ------ -- ". <br />would be utilized depending on the circumstances, as described in Sub-section A, <br />above. The use of appropriate quick growing companion crops, seeded with the <br />permanent dryland pasture, irrigated pasture, or irrigated cropland seed mixes is also <br />approved as a soil stabilization practice, pursuant to Rule 4.15.4. <br />C. Husbandry Practices <br />The Division proposes to approve certain management activities in PR-6 as normal <br />husbandry practices that may be conducted without re-initiating the liability period <br />(4.15.7(5)). These practices were approved based on consultation with and written <br />recommendation from the NRCS regarding normal and appropriate husbandry <br />practices for the subject land uses in the Nucla area. Specifically, the Division is <br />proposing to approve the following practices for the cropland - irrigated alfalfa hay, <br />reclaimed irrigated pasture, and dryland pasture areas. <br />1. The Morgan property has been designated prime farmland. All prime farmlands <br />will be returned to cropland - irrigated alfalfa hay. In Section 2.05.4(2)(e) <br />Subsection 5.0, WFC addresses the management of these lands. The Division is <br />proposing to approve fertilization and irrigation, barvesting, and periodic stand <br />renewal including major tillage on the cropland - irrigated alfalfa hay. The alfalfa <br />will be planted in Year 1 and the stand will be replanted in Year 6. Section <br />2.05.4(2)(e), Subsection 5.7.2 of the permit provides the management sequence <br />for the cropland. Irrigation designs are discussed in Subsection 5.2 and shown on <br />Map 2.05.5-5 for the cropland on the Morgan property. Irrigation will be a <br />combination of side roll sprinklers and flood irrigation supplied by 4 inch to 10 <br />inch supply lines using the rates presented in Attachment 2.05.4(2)(e)-7 of the <br />permit. The management practices proposed in PR-6 are consistent with prudent <br />management practices in the Nucla area and can reasonably be expected to occur <br />after final bond release. The NRCS has provided documentation that the <br />fertilization and irrigation rates and methods are appropriate as documented in <br />their letter dated October 1, 2010 in Attachment 2.05.4(2)(e)-11. <br />50
