VI. Use of Explosives <br />A. The applicant has proposed to conduct blasting less than 1,000 feet from a school, <br />church, hospital, or nursing facility, or less than 500 feet from disposal wells, <br />petroleum or gas storage facilities, municipal water-storage facilities, <br />fluid-transmission pipelines, gas or oil collection lines, or water or sewage lines. The <br />Division proposes to approve these lesser distances based upon pre-blasting surveys, <br />seismic investigations, and other appropriate investigations (4.08.4(7)). <br />B. The Division is proposing to approve the use of seismograph recorders to aide in the <br />design of blasts to determine maximum weight of explosives per delay. The design is <br />based upon cumulative seismograph records of each blast. The designs ensure that <br />blasts will not result in a failure and comply with the limitations of 4.08.4(10) at a 95 <br />percent level of confidence. (4.08.6(2)). <br />VII. Disposal of Excess Spoil <br />There is no permanent disposal of excess spoil proposed for the New Horizon Mine. <br />During excavation of the initial box cut in 1993, spoil was stockpiled adjacent to the <br />support facilities area in the southeastern corner of the permit area. This spoil will be <br />loaded and hauled for use as backfill in cuts at the western end of the mine area. <br />VIII. Coal Mine Waste Banks <br />There are no coal processing facilities nor are any proposed at the New Horizon Mine 2. <br />All of the coal is transported to the power station by a transportation contractor. No coal <br />mine waste banks are proposed for the New Horizon Mine. <br />IX. Coal Mine Waste <br />Reject rock from a rotary breaker at the power plant may be transported back to the mine <br />site and deposited at the pit at least 10 feet below the subsoil level. <br />X. Backfilling and Grading <br />A. The Division proposes to approve the applicant's plan for disposal of acid-forming or <br />toxic materials in a manner designed to prevent contamination of ground or surface <br />waters (4.14.3(1)(a)). <br />B. Since this is a truck and shovel operation, backfilling and grading of the overburden <br />occurs simultaneous with overburden removal. The generation of excess overburden <br />is not anticipated. Map 2.05.3-1 gives a cross-sectional view of the typical mining <br />process. <br />C. Permit details on Backfilling and Grading are provided in Section 2.05.4(2)(c).
