For non-prime farmland areas that will be reclaimed to Irrigated Pastureland post-
mining land use, the graded Bench 1 Surface Spoil will be ripped to a depth of 2 feet
prior to replacement of the single lift of topsoil. Ripping will be done to a depth of 2
feet. The topsoil will be ripped or deep disked to the full depth of the lift, following
placement. The surface of the topsoil will be planed using a land-leveler, and rock-
picked. Soil fertility testing will be conducted within three months following topsoil
placement. Samples will be analyzed by a laboratory, which will provide fertilizer
recommendations to promote growth of the irrigated grass/alfalfa seed mix. Prior to
final seedbed preparation, soil conditioning and week control tillage will be carried
out through disking. Harrowing will be conducted prior to seeding if the surface is
not sufficiently smooth following land leveling. For flood irrigated areas, furrows 4
to 6 inches deep will be created on 30-inch centers. Fertilizer will be applied by,
tractor using a broadcast spreader at the rate specified by the laboratory analysis.
Fertilizer will be applied in the Spring of the same year that the initial fertility testing
is done. Ongoing fertility testing after initial seeding is described in Section
2.05.4(2)(e), subsection 4.6.
For non-prime farmland areas that will be reclaimed to Dryland Pasture post-mining
land use, where the topography is suitable for irrigation to be applied in the future, the
following preparations will be applied: Graded Bench 1 surface spoil will be ripped
to a depth of 2 feet to reduce compaction. Ripping will be accomplished by a
bulldozer fitted with ripping teeth, or other suitable equipment. The single lift of
topsoil will be, ripped or deep disked to the full depth of the lift, following
replacement. The surface of the topsoil will be land leveled and rock-picked. Soil
fertility testing will be conducted within three months following topsoil placement.
Samples will be analyzed by a laboratory, which will provide fertilizer
recommendations to promote growth of the grass / forb seed mix. Prior to final
seedbed preparation, soil conditioning and weed control tillage will be carried out
through disking. Harrowing will be conducted prior to seeding if the surface is not
sufficiently smooth following land leveling. Fertilizer will be applied prior to
seeding. Phosphorus fertilizer will be applied in the Spring of the same year that the
initial fertility testing is done, and will be tilled into the soil prior to seeding.
Nitrogen fertilizer swill be surface applied one time, if warranted based on initial
testing, in the fall following the first full growing season.
For Dryland Pasture areas reclaimed to slopes steeper than 15%, the single lift topsoil
will be ripped full-depth using a motor grader with rippers. The grader will operate
along the contour, creating roughened surfaces to trap moisture and prevent erosion
of the soil.
V. Sealing of Drilled Holes and Underground Openings
A. The Division will require that each hole, well or other underground opening be
capped, sealed, backfilled, or otherwise properly managed (4.07.3).
47
