May Day and Idaho Mine Complex 112 (d) Permit Application <br />(4) If suitable topsoil is encountered and stockpiled, the topsoil will be rehandled as little as poss- <br />ible until replacement on the regraded, disturbed area. Approval will be requested from the <br />Board or Office before relocating topsoil stockpiles on the affected land and it is understood <br />that this may require a technical revision. <br />(5) If stockpiled topsoil is available, necessary measures will be taken to assure the stability of <br />replaced topsoil on graded slopes such as roughing in final grading to eliminate slippage <br />zones that may develop between the deposited topsoil and heavy textured spoil surfaces. <br />(6) It is expected that existent topsoil is of insufficient quantity to cover affected lands during rec- <br />lamation (Section 6.4.5(2)(d)). Therefore, if other materials can be shown to be more suitable <br />for vegetation requirements, then Wildcat will remove, segregate, and preserve in a like man- <br />ner such other materials which are best able to support vegetation. <br />(7) When growing media is replaced, it will be done in as even a manner as possible. Fertilizer or <br />other soil amendments will not be needed, but if early revegetation proves otherwise, they <br />will be added as the soil tests indicate. <br />(8) Vegetative piles will be removed from the area or utilized in accordance with this Reclama- <br />tion Plan. <br />• Rule 3.1.10 Revegetation <br />(1) In those areas where revegetation is part of the Reclamation Plan, land will be revegetated in <br />such a way as to establish a diverse, effective, and long- lasting vegetative cover that is capa- <br />ble of self - regeneration without continued dependence on irrigation, soil amendments or ferti- <br />lizer, and is equal in extent of cover to the natural vegetation of the surrounding area. Plant <br />species native to the region will be used. <br />(2) Tree species planted during reclamation will match the surrounding vegetation. . <br />(3) Reclamation is to recreation land use and not for range, therefore access by livestock is not a <br />consideration for restored slopes. <br />(4) This revegetation plan has provided for the greatest probability of success in plant establish- <br />ment and vegetation development by considering environmental factors such as seasonal pat- <br />terns of precipitation, temperature and wind; soil texture and fertility; slope stability; and <br />direction of slope faces. This is accomplished by matching the surrounding topography <br />(slope and aspect) and by using local material as a soil surface base. The seed mix and plant- <br />ing species are planned as those most conducive to reclamation conditions (early successional <br />species) adapted to the local climate. Grazing and forest stock are not a consideration for the <br />land use of this Permit Area. <br />(5) Observations of natural revegetation of historic mine areas within the Permit Area show ex- <br />cellent natural reestablishment without planting or soil amendments. In addition, extensive <br />bare areas are not anticipated since no area larger than one acre in any one given area needs <br />to be revegetation (i.e., close natural seed source and climatic protection from surrounding <br />natural vegetation).
