May Day and Idaho Mine Complex 112 (d) Permit Application <br />Soil preparation of techniques will include mechanical soil conditioning by discing and rip- <br />ping. A nitrogen fertilizer will be added (Section 6.4.5(2)(f)(iii)). Irrigation is not planned or <br />needed since natural precipitation is adequate for the native seed mix to establish well. <br />(6) Wildcat will employ weed control methods for all prohibited noxious weed species, and <br />whenever invasion of a reclaimed area by other weed species seriously threatens the contin- <br />ued development of the desired vegetation. Although not anticipated because of the heavy <br />and healthy cover of vegetation within the Permit Area in general, weed control methods will <br />also be used whenever the weed infestation of the reclaimed area threatens further spread of <br />serious weed pests to nearby areas. <br />(7) Access for planting crews, supervision and inspection will not require lanes or roads beyond <br />those existing due to the limited extent of the reclaimed areas (I acre or less in each area). <br />(8) Wildcat understands that planting required for reclamation may be delayed through the period <br />of use related to places of refuse disposal, haulage roads and road cuts but that normal stabili- <br />zation of surfaces is required. All affected lands are planned to be planted upon final closure <br />except for permanent access roads. <br />(9) Due to the underground nature of the mine operation (Exhibit D) and benign characteristics of <br />the soil (Exhibit I), Wildcat does not anticipate adverse characteristics of the soil surface to <br />seriously inhibit plant growth. <br />• Rule 3.1.11 Buildings and Structures <br />• Wildcat does not intend to leave buildings or structures constructed or placed on the affected <br />lands in conjunction with the mining operations. No buildings or structures will remain on the af- <br />fected land after reclamation. Wildcat understands that buildings or structures in conjunction <br />with mining operations will only remain with the approval of the Board. <br />• Rule 3.1.12 Signs and Markers <br />(1) At the entrance of the mine site Wildcat will post a sign, which will be clearly visible from the <br />access road, with the following: <br />(a) the name of the Operator, <br />(b) a statement that a reclamation permit for the operation has been issued by the Colorado <br />Mined Land Reclamation Board, and <br />(c) the permit number. <br />(2) The boundaries of the operational lands (defined as the area proposed to be disturbed by min- <br />ing operations for which a Financial Warranty and Performance Warranty have been posted) <br />will be marked by monuments or other markers that are clearly visible and adequate to deli- <br />neate such boundaries. <br />(3) No alternative plan for identifying the boundaries of the affected land is needed. <br />May Day Idaho Mine Complex 112(d) Permit Application <br />September 21, 2010 <br />10 <br />
